Train the trainers on chemical safety! The “Wuppertal Annual Course of Loss Prevention and Safety Promotion in the Chemical Process Industries” is a seminar and workshop held at the University of Wuppertal (BUW), Germany.
It is jointly organized by the BUW and the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague, Netherlands, and financially supported by the Federal Foreign Office of Germany.

The Chair of “Methods of Safety Engineering and Incident Research” of the BUW designed this transcontinental course in order to train international professionals to implement a culture of safety in the national chemical process industries. This is a generic precondition for the national implementation of the Chemical Weapons Convention (CWC) as the participants become “ambassadors of safe action” in their home countries.

The didactic approach of the 5-day course is particularly effective: The theoretical transfer of knowledge in form of lectures and the transfer of key competencies through practical laboratory-scale exercises are combined with visits of chemical plants and local facilities of danger defense.

The following topics are covered in the course:
-   Operational hazards, e.g. fire, explosions and accidental releases of toxic substances in chemical plants
-   Systematic analyses and assessment of hazards specific to chemistry
-   Technical disturbances, manipulations of safety systems and accidents

-   Behavior in case of incidents and management of incidents
-   Safety concepts as well as plant-specific and personal safety precautions
-   Responsibilities and assignments for the organization of safety
-   Concept and planning of hazard control in case of emergency
-   Information and coordination of companies and public authorities
-   General framework of European legislation

The concept of the course and the subject-specific contents follow the purposes of the CWC: prevention of new chemical weapons from re-emerging (article VI CWC), fostering of economic and technological development in chemistry on an international level (article XI CWC) as well as consulting and the transfer of knowledge on required protective measures (article X CWC).

Because of the successful realization of four courses in the past, a new course concept was introduced in 2014. For the first time participants from three continents (Africa, Asia, Latin America and the Carribean) were brought together to be qualified in Wuppertal. The established course continues to pursue the ambitious aims of fostering the safe industrial use of chemicals. It also ensures the German contribution to the peaceful use of chemical engineering all over the world.

Vision Zero is a prevention strategy by the „German Social Accident Insurance Institution for the raw materials and chemical industry” (BG RCI) to avoid occupational accidents and work-related illnesses by building up a strong prevention culture. The International Social Security Association (ISSA) adopted this prevention strategy and the seven success factors as a global approach. These seven Golden Rules and Guides help to implement a successful and practical management concept. For this purpose, a checklist will help to implement the Vision Zero strategy in your company. The checklist can be found in different languages on the global Vision Zero website from the ISSA. Besides, the website provides different media (e.g. videos), Vision Zero seminars and successful examples for operational prevention.

Especially the practical implementation is challenging and can be inconvenience practitioners. One of the main objectives is to listen of the current status of safety culture in the Asian Region in order to find smart solutions which we can share in our next course of 2018.

At this occasion, representatives from the University of Wuppertal introduced Her Excellency the Wuppertal Annual Course of Loss Prevention and Safety Promotion in the Chemical Process Industries and discussed general objectives of the course.
