The City of Saginaw operates under a Texas Home Rule charter, which provides for a council-manager form of government with an elected mayor and a six-member City Council. Day-to-day operations are overseen by a city manager. With a pro-business attitude, the city representatives have looked to the future in designing the city's infrastructure.
Education
Saginaw is located in the Eagle Mountain-Saginaw Independent School District. The district's standardized test scores are higher than state and national averages.
Recreation & Activities
After working hours, residents can retreat to any of the city's seven parks, some of which include playground equipment for the physically challenged. Recreational opportunities include a recreation center, the aquatic center, tennis courts, volleyball and basketball courts, jogging trails, picnic areas, and a community center. These recreational amenities provide places for families to gather outdoors and enjoy the comfortable Sun Belt climate. The public library and senior citizen center offer a wealth of information and recreational activities.

Run the Rails 5k is Returning to Saginaw on June 3rd Join us on June 3rd for the return of the "Run the Rails 5k" to Saginaw. The race begins at the Saginaw Recreation Center, runs through Willow Creek Park, and returns to the Rec. Center. The course is flat and fast with several water stations. Like the slogan says, “We’re Back on Track in 2017!” We’ve made a few key improvements that benefit both the runners and our wonderful sponsors. One major change that adds to the runner/sponsor experience is the addition of a Runner’s Expo. This new highlight allows the runners to get the true experience and benefit found in large race events and they can also pick up their race packet. The runners will also an opportunity to walk around the expo (in the spacious Saginaw Recreation Center) to visit and meet face-to-face with our sponsors at the exhibit booths. May 21-27, 2017 declared "Emergency Medical Services Week" in Saginaw, Texas At the May 2nd City Council Meeting, Saginaw Mayor Gary Brinkley and the City Council declared May 21-27, 2017 as "Emergency Medical Services Week" in Saginaw, Texas with the theme "EMS STRONG: Always in Service". The personnel from MedStar, Saginaw Fire and Saginaw Police Departments stand ready to provide compassionate, lifesaving care to those in need 24 hours a day, seven days a week. Mayor Brinkley and the City Council encourage the community to observe this week with appropriate programs, ceremonies and activities.

May is proclaimed "Motorcycle Safety and Awareness Month" in Saginaw At the Tuesday, May 2nd City Council Meeting, Mayor Gary Brinkley and the Saginaw City Council proclaimed May 2017 as "Motorcycle Safety and Awareness Month" in Saginaw, Texas. Mayor Brinkley and City Council urged all residents to do their part to increase safety and awareness in our community. Presenting the proclamation was Mayor Pro Tem David Flory.

Summer Time is Swim Time at the Saginaw Aquatic Center! Spring is here and Summer is just around the corner. So, start planning now for your summer swim season. Opening day/weekend at the Aquatic Center will be Saturday, May 27th at 10:00 a.m. (Memorial Day weekend). City of Saginaw Receives Prestigious Budget Award The Government Finance Officers Association of the United States and Canada (GFOA) is pleased to announce that the City of Saginaw, Texas has received the GFOA’s Distinguished Budget Presentation Award for its budget for the 30th consecutive year in a row! The award represents a significant achievement by the entity. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as: a policy document; a financial plan; an operations guide; and a communication device. Budget documents must be rated “proficient” in all four categories to receive the award. This award has been presented to Kim Quin, Assistant Finance Director/Budget Analyst. This is the 30th year in a row that the City of Saginaw has received this prestigious award.

Earth Day 2017 in Saginaw, Texas was a HUGE Success! It was a cool blistering Saturday, April 22nd morning, but our incredibly gracious Saginaw residents did a fantastic job planting four (4) trees to Celebrate Earth Day! Thank you to the City of Saginaw Public Works Department for providing the four (4) Red Oaks. As a team, we partnered to make the Willow Creek Dog Park in Saginaw a more beautiful and shady spot for the users. Great Job residents! Saginaw Crime Control and Prevention District Special Election Saginaw's voters are asked to determine the future of the Crime Control and Prevention District (CCPD). First approved in 1997, the CCPD provides funds directly to the Police Dept. for police cars, radar equipment, ballistic vests, police officers, video recording units, a dispatcher and half of the expenses for a School Resource Officer. A taxing rate of 3/8 cents is being proposed. This is consistent with the rate approved by voters in 2007. Voters are asked to consider keeping the CCPD in place for a period of ten (10) years to allow for more strategic planning by the Police Department. Saginaw Library Boosters Annual Spring Book and Bake Sale - April 29th Join us on Saturday, April 29th from 9:00 a.m. to 4:00 p.m. for the Saginaw Library Boosters Annual Spring "Book and Bake Sale". Hardback and paperback fiction and non-fiction books, DVDs, CDs, baked goods, and crafted bookmarks will all be on sale in a goal to raise funds to help support the Saginaw Public Library's programs and services.
