Plymouth Waterfront Partnership Business Improvement District, delivering a 42 project business plan (2012 - 2017) What is a Business Improvement District (BID)?

A Business Improvement District is a private sector led management organisation for a precisely defined geographical area, where business rate payers have identified projects and services that will have a positive impact on their trading environment. Businesses within the area vote to invest collectively in delivering these improvements which are wholly additional to those already delivered by local, statutory bodies.

Once a Business Improvement District has been established all businesses contribute BID Levy based on the rateable value of their premises (hereditaments) to ensure fairness and equity. Business Improvement Districts have a maximum duration of five years.

What is The Plymouth Waterfront Partnership (PWP)?

The Plymouth Waterfront Partnership (PWP) is responsible for delivering the Waterfront Business Improvement District. PWP is an independent, not for profit, company limited by guarantee, with a Board of Directors drawn from the Waterfront. PWP will operate within a strict mandate and deliver the projects laid out in the final Waterfront Business Plan. These projects have been identified as priorities by Waterfront businesses.

PWP will have a Board of Directors directly accountable to Waterfront BID Levy contributors for:

•Upholding and Promoting the BID's vision and objectives

•Effective and efficient delivery of the agreed projects and services
•Promoting the conditions necessary to secure the active and continued support of business members and other partner organisations.
•Consulting on renewal of the BID in the last year of its initial term and bringing forward a BID Renewal Proposal as appropriate.
•Every levy paying business and other oganisations making annual financial contributions will be members of the company and eligible to vote at general meetings.

The Plymouth Waterfront Partnership Board

The Board of Directors will be led by a private sector chairperson and consist of elected and nominated Directors, comprising a majority of representatives from the Waterfront business community and supported by nominated representatives of key stakeholder organisations.

What Are the Key Points of the Plymouth Waterfront Partnership BID?

•A five year, £6.2 million investment proposal for Plymouth’s Waterfront.
•Designed to give businesses control of their trading environment, improve profitability and raise the Waterfront’s profile as a UK destination.
•Aims to increase visitor numbers and annual visitor spend - up 25 per cent (£63 million) by 2020.
•Plymouth Waterfront Partnership (PWP) will manage the BID and has drawn up the Waterfront Business Plan in consultation with Waterfront businesses.
•BID Projects include regional / national marketing, new events and environmental improvements.

Sharp-eyed winners of Waterfront’s first Snowflake Trail announced The winners of the Waterfront’s first ever festive Snowflake Trail have been announced this week, with 11 winners selected from the hundreds of entries received. Winners were presented with their prizes, ranging from a high speed rib ride round Plymouth Sound to an Apple iPad mini2 by Chris Arscott, Chair of the Plymouth Waterfront Partnership at a prize-giving ceremony at the Duke of Cornwall Hotel. The Snowflake Trail, organised by Plymouth Waterfront Partnership (PWP), responsible for delivering the Waterfront Business Improvement District, saw hundreds of people scour the Waterfront for snowflakes hidden amongst shops, restaurants and visitor attractions. Supported by 20 businesses across the Waterfront the Snowflake Trail ran for 6 weeks, from 18th November through to the New Year to encourage visitors, shoppers and residents to explore Plymouth’s Waterfront to win one of the 11 fantastic prizes on offer. Sarah Gibson, Waterfront Manager and Chief Executive of PWP said: “We were delighted to see so many people take part in our first festive Waterfront trail this year ranging from children, right up to adults and we’re delighted that our winners reflect the wide appeal of the Snowflake Trail. I would like to take this opportunity to thank all of our entrants and all of the Waterfront BID businesses who supported the Snowflake Trail, either by being a snowflake venue or by providing a prize for our lucky winners. I’d also like to thank Jason Marks of Plymouth College of Art and his students for creating some of our fantastic snowflake sculptures. Working in partnership with our city partners this year Plymouth saw a step change in the way it promoted the city’s Christmas offer, and provided that Waterfront businesses vote YES during a Ballot in February to continue the Waterfront BID for another five years, we will continue to grow our marketing efforts to promote all that is great about our wonderful city and its fantastic Waterfront.” Having received over 250 entries to the competition the winners were announced last week and presented with their prizes at the Duke of Cornwall Hotel. PWP is currently engaging with businesses across the Waterfront area to highlight the importance of the Waterfront BID to maximising the opportunities for Plymouth’s iconic waterfront. Businesses in the Waterfront BID area will receive their voting papers in the coming weeks and asked to vote on whether WaterfrontBID2 will become reality.
