Intoxicated Male Damages Window, Combative with Emergency Responders and Medical Staff 16-5372 An 18-year-old local male pushed the limits of his alcoholic intake to the point where he damaged an apartment building window, began spitting at police and medical staff, and ultimately found himself charged and in cells. At approximately 8:45 p.m. on February 25th Kingston Police were dispatched to a Milford Drive apartment building for an intoxicated male banging on the windows of various residents. Kingston Fire & Rescue and Frontenac Paramedics were already on scene and attending to the highly intoxicated man who had trouble walking and standing upright. Police determined from witnesses the man had been stumbling around outside and banging on multiple windows. He had put enough pressure on a hallway window to damage it and shove it inwards. The male was initially taken to hospital but became combative with staff, attempting to kick at a nurse and repeatedly spitting in the direction of medical staff and police. A spit shield was used and placed over the subject to stop him from striking personnel with bodily fluid. He continued to yell and swear inside the hospital and his legs had to be restrained. Once medically cleared Kingston Police arrested the man for Mischief under $5,000 and Breach of Probation. He was transported to police headquarters and lodged in cells to attend a bail hearing the following day.

Suspects in Canadian Tire Theft Later Caught with Stolen Knife and Hatchet 16-5364 A pair of thieves who probably thought they had made a clean getaway and were later located and arrested by Kingston Police, made the collection of evidence easier by still being in possession of their ill-gotten gains. At approximately 7:00 p.m. on February 25th a west-end Canadian Tire employee observed two men acting suspiciously in the camping aisle and when she and another male worker attempted to stop them as they exited the store one began to flee on foot while another attempted to leave in a vehicle. The employee was quick-witted to obtain the licence plate number of the vehicle. While they spoke to this male he had no photo identification and was not in possession of any stolen property. A later review of the video surveillance footage inside the store verified the men had stolen a machete-style knife, a hatchet and a pair of headphones. Kingston Police were called and uniform patrol officers began to investigate. The licence plate was run on the MTO databank system and the registered owner of the suspect vehicle was determined by officers to belong to the girlfriend of one of the men. They attended her Division Street address, located the car and noticed it appeared to have been recently driven. Obtaining the name of the woman’s boyfriend Kingston Police located a mug shot on file and matched it to the video surveillance footage as being the same person. As officers were coming around from the rear of the Division Street building they noticed the one suspect bicycling towards the residence accompanied by another male wearing a hoodie. Officers spoke to the two men and verified the male wearing the hoodie was the second suspect in the store video footage. A bag was then noticed hanging from the handlebars of the bicycle, which contained the hatchet and knife stolen from Canadian Tire. Both local men, 28 and 39 years of age, were arrested, transported to police headquarters, and held overnight to attend a bail hearing the following day. They are jointly charged with Theft and Possession of Stolen Property under $5,000. The 28-year-old is additionally being charged with Breach of Probation. The recovered items will be returned to the store and the headphones apparently were lost when the 28-year-old was fleeing from store personnel.

Scams where Fraudsters Impersonating Canada Revenue Agency Continue Kingston Police continue to receive calls from community members who are being contacted by scammers pretending to be collectors from the Canada Revenue Agency (CRA). There are various scams being used, some looking for personal or banking information, or others outright demanding money relating to fictitious debt to the CRA. This can involve threatening or coercive language. Strategies have included actually meeting the targeted victim to receive money or having them send funds through a money order or transfer. Other conversations urge taxpayers to visit a fake CRA website where the taxpayer is then asked to verify their identity by entering personal information. These are scams and taxpayers should never respond to these fraudulent communications or click on any of the links provided. Tracing these phone calls or identifying suspects in these cases are often difficult, so education and prevention are key in such scams. If a citizen receives a similar call simply hang-up and do not provide any personal information over the phone. Kingston Police can be contacted to file a report if a person has actually lost money or goods. Kingston Police - Kingston Crime Mapping Tool

Kingston Police had 105 calls for service during the 24 hour period starting from 5:00 a.m. on February 25, 2016. Some of these included: • 3 domestic calls • 2 assault calls • 2 harassment calls • 1 weapons offence call • 2 fight/disturbance calls • 3 undesirable calls • 1 drunk call • 1 neighbour dispute call • 2 noise complaints • 2 missing person calls • 3 Mental Health Act calls • 1 medical assist call • 14 assist citizen calls • 1 break and enter call • 4 theft calls • 1 shoplifting call • 1 mischief call • 12 motor vehicle collisions • 5 driving complaints • 8 suspicious activity calls There were 12 individuals in cells over the last 24 hours with five men and three women, between 18 and 39 years of age, held for later release or to attend bail hearings for the following offences: theft, outstanding arrest warrants, public intoxication and breach of probation. Residents are encouraged to view the Kingston Police Crime Mapping Tool that can be accessed through the website below. To further community awareness and improve accessibility to calls-for-police-service occurring in the community, Kingston Police has merged Geographic Information Systems (GIS) technology with police calls-for-service data for user-friendly public consumption.

Throwback Thursdays Historic Images

KINGSTON POLICE SEEKING HISTORIC IMAGES LEADING UP TO 175th ANNIVERSARY Kingston Police continues to prepare for its celebration of 175 years of community service within the Limestone City. Established in 1841, Kingston Police is one of the oldest police services within Ontario. To recognize this milestone various events have been planned in 2016, including a gala, the hosting of the North American Police Equestrian Championships, the Great Lakes Police Motorcycle Training Seminar and Competition, an anniversary celebration at police headquarters on December 20, and more. Proceeds from these events will go towards Youth Diversion, Special Olympics and other worthwhile organizations. As part of the planning senior management and anniversary committee members want to embrace and celebrate its history. Photographic archives have been collected internally and Kingston Police hopes to post some of these publicly in such forms as a “Throwback Thursday” on our website and social media platforms like Facebook and Twitter. Just as important, Kingston Police is aware that retired personnel, families of officers past and present, and even citizens themselves have images of our members in action within the community. While a policy is still being drafted on the receiving and handling of tangible archival material and artifacts, the Media Relations office is currently asking members of the public to send any digital copies of images to media@kpf.ca . If a person wishes to provide a description of the photo, especially if an officer can be identified by name, and if they wish to have a photographic credit included with the photo if shared publicly, please include this in the email.

Suspects Sought by Kingston Police Relating to Multiple Robberies

16-3647, 16-4576 ***UPDATE AS OF FEBRUARY 25, 2016*** Lisa M. JUDGE, wanted for robbery, was arrested by Kingston Police uniform patrol at approximately 11:30 a.m. on February 25 in the area of Stephen Street and Patrick Street. Calder SMITH, wanted for robbery, was arrested by the Kingston Police Street Crime Unit at approximately 11:00 a.m. on February 25 in the area of Division Street and Garrett Street. Adam YOUNG and Ashley LITCHFIELD are still being sought. Please call us or Crime Stoppers with any information. *** ORIGINAL RELEASE*** Major Crime detectives are requesting the public’s assistance in locating four people wanted for offences in relation to two separate robberies that occurred early in February but were not initially reported to Kingston Police. At approximately 8:00 p.m. on Tuesday, February 2nd, 2016 a 20-year-old female victim was robbed in her Alfred Street residence by three individuals – two women and one man. A hammer was used in the attack and the victim received non-life-threatening injuries to her leg as a result of the attack. A quantity of cash and other goods were taken. Then at approximately 10:45 p.m. on Saturday, February 6th, 2016 a 21-year-old female victim and 20-year-old male victim were robbed in their Van Order Drive apartment building by two women and one man. A bat was used by the same female suspect who used the hammer in the first attack. The female victim in this case was struck in the knee by the bat, receiving minor injuries, while the male victim had a knife held to his throat by the male suspect. A quantity of cash and other valuables were taken. These home invasions were not initially reported to Kingston Police but Major Crime detectives became aware of them. After investigating and taking statements from multiple parties 34-year-old Kingston resident Tara E. SCOTT was arrested on February 18th and charged for being the one person involved in both robberies. Detectives are also highly confident she was the female assailant who wielded both the hammer and bat in both cases. She attended a bail hearing on February 19th and was remanded into custody awaiting a future court date. She is charged with a total of seven offences between the occurrences: two counts of Robbery, two counts of Assault with a Weapon, Extortion, Break and Enter, and Wearing a Disguise In relation to the February 6th robbery on Van Order Drive detectives have applied for and been issued arrests warrants for the following two individuals: Adam C. YOUNG 29 years old 5'6", 181 pounds Short brown hair, goatee Blue eyes Lisa M. JUDGE (APPREHENDED FEBRUARY 25) 27 years old 5’6”, 130 pounds Curly long brown hair Brown eyes Both Wanted for: Robbery, Break & Enter, Assault with a Weapon Adam YOUNG additionally Wanted for: Wearing a Disguise, Breach of Probation Adam YOUNG is believed to be the male suspect who used a knife in the Van Order Drive attack. While Kingston Police do not recommend approaching any of the wanted parties, detectives are of the opinion YOUNG poses the higher risk to the public. As a result of their investigation detectives have applied for and been issued arrests warrants for the following two individuals in relation to the February 2nd Alfred Street robbery: Calder M.
