When changing from a tile roof to a sheet metal roof the weight of the concrete tiles was what held the house down, many roofers will just pull the tiles off and screw sheet roofing down without consideration of holding the building down for high winds. The correct way to do this is to install 12mm rods chemically anchored into the slab that extend to the top of the wall. Here are some photos of a small cutout in the plaster to facilitate this, it is easily patched up afterwards. For tiled areas like bathrooms it may be necessary to remove bricks from the outside instead of running the risk of breaking tiles.
