Arrest Incident Today, warrants for Indecent Exposure and Assault – Physical Contact were served on Franklin Obiri as he was currently incarcerated at the county jail. The warrants were obtained, after one of his incidents at the Franklin Ave Walmart. It was reported that Obiri masturbated onto a woman while standing in the checkout line. Franklin Obiri was in jail as he had been arrested yesterday evening, also for Indecent Exposure by Woodway Public Safety for a similar incident occurring last month within their jurisdiction. Our detectives believe that Obiri frequented the Franklin Walmart and would often follow women around the store. It is possible that he may have committed other similar acts that went unreported. We are extremely concerned about this individuals behavior and encourage any other victims to come forward and make reports with our department. We are continuing our investigation of several other incidents and additional charges may be pending for Obiri. Sgt. Swanton

Food for thought if you plan on being around the Baylor area! Sgt. Swanton Important Information about Move-in Parking Lot Closures, Traffic Routes On Wednesday and Thursday, Aug. 21-22, Baylor will welcome around 3,300 freshmen to campus for Move2BU at various residence halls. With a six-mile stretch of I-35 in an active construction zone from North Loop 340 (Bellmead) to 12th Street, coming to campus will be more challenging than usual for everyone. Be prepared for traffic delays, redirected traffic patterns and temporary parking lot closures, and be patient as you enter campus. Faculty and Staff: Please read the important information below about parking lot closures and regular traffic route changes on both days in preparation for move-in. Incoming Freshmen: Please follow your assigned route (A, B, C or D) once you enter Waco. The I-35 exits at MLK and University Parks Drive will be open for southbound travelers. The I-35 exit for 17th/18th Streets will be open for northbound travelers. Details on specific route assignments have been emailed to all incoming freshmen and also can be found on the My Housing portal at www.baylor.edu/Move2BU. MOVE-IN PARKING LOT CLOSURES, REDIRECTED TRAFFIC ROUTES Baylor will CLOSE some campus parking lots and interior streets beginning at 6 p.m. Tuesday, Aug. 20, and change traffic patterns during the morning Wednesday, Aug. 21, and Thursday, Aug. 22. All affected lots and streets are listed below. All cars that have not been moved will be towed to the Ferrell Center Parking Lot. It is the owner’s responsibility to confirm any perceived exemption/exception from towing. Please contact parking services at 254-710-PARK (7275). Driver in Fatal Crash that Killed Four-Year-Old Arrested The driver in the Fatality Crash that caused the death of 4–year-old Noah Sanchez has been released from the hospital and has now been arrested. 27-year-old, Omar Hilario Sanchez, is charged with Injury to Child 1F and Evading in Motor Vehicle Causing Death 2F. Aggravated Robbery, Aggravated Assault Against a Police Officer, and Resisting Arrest Incident Yesterday afternoon about 3:45 pm, our officers responded to 6001 W. Waco Drive, Dillard’s on an assist officer call. Multiple callers were reporting that an officer was trying to detain a shoplifter at Dillard’s. Callers stated that the shoplifter was fighting with the officer. Citizens then updated our call takers that the officer was being dragged by the suspect's vehicle and the fleeing suspect vehicle crashed into multiple cars in the parking lot. A citizen reported they were helping the officer by keeping the suspect inside of the suspect vehicle. The suspect was now trying to kick out the windows of his car to escape. The caller also said that the officer was injured. Once officers arrived on the scene they arrested the suspect, identified as Andre Boyd, dob 4/18/73. It was discovered that TSTC Officer (retired from WACO PD) Roy Luna was working off-duty security for Dillards and was the officer involved in this incident. Ofc. Luna reported he was trying to arrest Boyd for theft outside of the men's Dillards. Ofc. Luna said that a struggle ensued with Boyd but Boyd managed to break free and ran to his vehicle. Ofc. Luna continued to try to arrest Boyd at the suspect’s vehicle. Ofc. Luna said Boyd made it into the vehicle and was trying to turn it on at which point Officer Luna deployed his taser. Boyd continued to fight Ofc. Luna, and was able to start his car. Boyd then started fleeing in his vehicle, dragging Officer Luna with him. Boyd fled with Officer Luna still trying to arrest him, struck 3 vehicles, then went forward, still dragging Ofc. Luna and struck 2 more vehicles. During this attempt by Boyd to flee, Officer Luna’s left leg was crushed between the suspect's vehicle and another car. Ofc. Luna continued to hang in the fight, affect the arrest of Boyd and was deploying his taser multiple times all while Boyd was dragging him. When the suspect vehicle struck a 5th vehicle it stopped at which point Officer Luna manages to turn off the suspect vehicle. Officer Luna was able to break free from Boyd and with the help of citizens, keep Boyd inside his vehicle until other officers arrived on the scene. Investigating officers determined that Boyd had stolen over $750 in merchandise. Officer Luna and the suspect were transported to a local hospital. Ofc. Luna received significant injuries to his left leg from being crushed by the suspect's vehicle door. Officer Luna was expected to be released from the hospital. Boyd was treated and released. He is now charged with Aggravated, Robbery, Aggravated Assault Against an Officer, and Resisting Arrest. Tremendous job and a huge thank you to the citizens that helped the Officer, or stayed/witnessed in this life-threatening situation! Sgt. Swanton
Social Media Rumor As many of you have made us aware, we too are seeing a social media post about possible violence at local businesses this weekend. The alleged rumor is that it came from a family member of a police officer. We have no reason to believe the post is valid. We do take any and all potential threats to our community seriously. None of these rumors have any substantial intelligence behind them and at this point, there is no credible or verifiable information on any threat. However, as always, we will take the opportunity to remind our community and its citizens to be vigilant for any potential danger. Be aware of your surroundings, report any suspicious behavior or activity and help us keep our cities safe. You truly are the eyes and ears of our city and we appreciate your assistance in helping us in safeguarding our community. In the event we were able to verify any threat to our community, we would provide information to keep you and your family safe. Sgt. Swanton
Fatality Crash Last night shortly before 10:30 pm, Waco Officers witnessed a two-vehicle crash at south 18th and Primrose Drive. The Officers were attempting to check on the crash victims when one vehicle fled from the scene. Officers attempted to catch up to the fleeing vehicle and during that attempt, the fleeing vehicle crashed into a tree near south 4th and Garden. It was then discovered that a 4-year-old male child, Noah Sanchez was in an unsecured child safety seat in the back of the vehicle. The child had been placed in the safety seat, but the seat had not been secured to the vehicle. Officers discovered Noah upside down in the unsecured safety seat. Both the suspect driver and Noah Sanchez were transported to a local hospital by AMR. During transport, Noah began having medical complications. 4-year-old Noah was pronounced deceased at the hospital. Judge Peterson has ordered an autopsy. The suspect driver, now known to Police, suffered a compound fracture of the ankle and was admitted for treatment. The driver of the other vehicle in the first crash was not injured. It is believed that alcohol and speeding on the part of the suspect driver played a major factor in these crashes and ultimately the death of 4-year-old Noah. Multiple warrants for the suspect driver’s arrest are pending. That suspect’s name will be released upon arrest. Our Crash Reconstruction Investigators responded to the scene and the investigation is ongoing. Sgt. Swanton

Questionable Death Waco PD and Waco Fire responded yesterday evening shortly after 5:00 pm to a house fire at 2804 Burnett. It was discovered that a child was inside the burning home. Waco Fire Fighters were able to remove a 4-year-old, female child within 4 minutes of their arrival to the burning home. That child, Areli Jaramillo was transported to a hospital where she was pronounced deceased. Waco PD and Waco Fire are working a joint investigation on the death. Judge Peterson has ordered the body be sent the body for autopsy. Our investigations are on-going. Sgt. W. Patrick Swanton
