We would like to inform you that the Shippers Council of Eastern Africa (SCEA) is implementing an ECTN in Kenya as from March 18th 2016 for a trial period till May 18th 2016 in order to study the feasibility of the ECTN in a live operating environment in the Kenyan context. By the end of this trial period the SCEA will evaluate its effectiveness in order to decide on a permanent implementation of the ECTN in Kenya (and possible other countries in the sub-region). The SCEA has appointed Antaser Afrique BVBA as its partner to pilot the ECTN system in Kenya. During this trial period, the ECTN will be free of charge (an admin fee will apply if you would like us to issue the ECTN on your behalf). For all shipments to Kenya, the shipper or his forwarder are required to issue an ECTN latest 48 hours after vessel’s departure. Kenya ECTN is not required for transit cargoes. Kenya is now in addition to Senegal, Mali, Guinea, Guinea-Bissau, Niger, Chad, Burundi, Togo, Libya and Central Africa Republic for which Dolphin Movers is already appointed to provide ECTN. Cargoes not covered by a valid ECTN will not be cleared through the local customs until presentation of the final ECTN and appropriate fines will be charged. When applying for an ECTN for Kenya we require the following documents for completion of the ECTN; • Bill of Lading • NES Export Customs Document • Goods Invoice (commercial invoice) • Freight Invoice • Packing List

CMA CGM increases its fleet capacity calling the French West Indies supporting regional growth During the first quarter of 2016, PCRF line’s capacity which links the French West Indies to Europe will be increased by replacing current 2,200 TEU capacity vessels by 2,800 TEU capacity vessels. This move supports regional growth of both the French Indies market, currently around 3%, and promotes intra-Caribbean trade developments.
DHL Freight has introduced a new automated customs solution for non-EU companies selling their products in the European market. They have partnered with a customs provider, Gerlach, who will handle the entire customs process on their behalf, meaning that customers are able to receive their goods at home rather than having to make a trip to the customs office. Services provided by Gerlach include the filing of import declarations, payment of VAT and import duties, and the supplying of customer guarantees. Previously customs procedure meant that non-EU sellers needed a physical presence in the country of import, requiring businesses to build an infrastructure of some kind in their target country. According to Marc Bernitt, Global Head of Customs at DHL Freight, not only does the partnership with Gerlach remove this need, but it also capitalises on certain tax and duty regimes that are designed to facilitate bulk clearances within the EU. The new service is currently available for shipments entering Europe via the Netherlands.
