Budget 2018 Farm Land and Stamp Duty This will be caught under the new rates of Stamp Duty for non-residential property. The new rate is 6%. It was passed by the Dail last night (10th Oct 2017). The former rate was 2% so this is a big jump. It is less clear what the effective date of implementation is from media coverage. In “soothing” farmers fears Government spokespersons were quick to say that most transfers of family farms would be covered by either Young Trained Farmers exemption or “Consanguinity Relief.” Consanguinity relief, as worded at present, is not that useful. First of all, it does not apply at all if the person transferring has reached the age of 67. Then all it does is reduce the rate to half the normal rate. That would be 3% not 1% as some have asserted, unless the Stamp duty legislation is changed.
