The gooey orange globs you see on a red cedar are from Cedar Apple Rust - a disease that needs an Eastern Red Cedar and an Apple (or Crabapple) tree to complete it's life cycle. It is quite prevalent during rainy, cool weather. It doesn't harm the cedar, but can damage apple trees in the area.
