Preferences Many people are asking me for my ballot paper ‘preference’ recommendations. I do not have arrangements with other Candidates as my desire is to be a true Independent and not aligned with a political party, single interest group or any individual, as it would compromise my ability to be impartial or unbiased at Council meetings. My recommendation is you allocate preferences based on the people you would like to represent you in the new Bayside Council. When assessing your preference allocation you could consider taking into account: - The appropriateness of ‘dummy Candidates’ suggesting you preference their chosen Candidate at #2 - The performance over the past 4 years of current Councillors, and if they have really supported their current election mantra or made Bayside better for you - Is it time for change at Bayside Council, and new Independent Councillors should be elected to improve Bayside for the broader community - Political party alignment (declared or undeclared), and if you believe there is a place for party politics in Council I can assure you I have no alignment or obligation to any other Candidate. Lets us make Bayside a better place for residents and businesses. Vote 1 EVAN PACKER – Central Ward, Bayside Council Election Authorised by Evan Packer, 370 Hampton St, Hampton Vic 3188
My vision for our Bayside community is to ensure the voices of residents and businesses are listened to and acted upon. Community wellbeing is about realising the aspirations and needs of residents. Development and growth are important for us, but should never compromise the health of our community and environment. The heritage elements of our community need to be supported through considered appropriate development. Our vibrant shopping precincts need improvement including appropriate parking, transport and community amenities. Bayside facilities and services including parks, reserves and sport grounds need to be improved for the benefit of all users. Lets us make Bayside a better place for residents and businesses. If elected to Council I will advocate to: Oppose inappropriate development. We must maintain and improve the wonderful character of our streetscapes, parks and gardens. Considered and appropriate development for our growing community has to take into account current residents, transportation, parking and services. Lets us make Bayside a better place for residents and businesses. Vote 1 EVAN PACKER – Central Ward, Bayside Council Election Authorised by Evan Packer, 370 Hampton St, Hampton Vic 3188
If elected to Council I will advocate to: Upgrade our community sporting facilities We need to invest in improved facilities for all sport groups. Put simply, the condition of many of our grounds, courts and pavilions are in substandard condition for a modern, mature community. Maintenance, improvements and keeping pace with changes the community expects have generally been very poor in Bayside. For example our Little Athletics and Netball facilities are unacceptable and an embarrassment to our community. With over 20,000 children in Bayside we need to be able to provide great facilities to help and encourage them to be fit and healthy in easily accessible sporting facilities. Lets us make Bayside a better place for residents and businesses. Vote 1 EVAN PACKER – Central Ward, Bayside Council Election Authorised by Evan Packer, 370 Hampton St, Hampton Vic 3188
If elected to Council I will advocate to: Improve our shopping precincts, including parking Our shopping precincts have had various investments from Council over many years, but very few stand out as being well designed, with great facilities, services, streetscapes, gardens, parking, public transport access and other features that make a shopping strip great. What did Hampton St get for the recent $2.5m upgrade? A new footpath - and very little else was improved. Parking in Bayside has not kept pace with our growth, and large developers get dispensation for parking or provide substandard parking and access for residents. Our library facilities and access in Hampton St and Sandringham Village must be upgraded. Lets us make Bayside a better place for residents and businesses. If elected to Council I will advocate to: Protect our heritage. We must protect the heritage features of Bayside – buildings, gardens, reserves and other features, which have evolved over the past 150 years of our development as a vibrant City. Considered and appropriate development for our growing community has to take into account protection of our heritage features. Lets us make Bayside a better place for residents and businesses. If elected to Council I will advocate to: Stop the rate increases I believe the objective of the new Council should be to hold rates at current levels in 2017, and at the same time not decrease the services provided. Why do our rates have to go up each year? Bayside Council is proud of being within the State Government cap each year – but I am not! Better use of resources, holding contractors to account, fiscal responsibility and efficiency can be achieved in Bayside as it is in many corporations. Lets us make Bayside a better place for residents and businesses. Vote 1 EVAN PACKER – Central Ward, Bayside Council Election Authorised by Evan Packer, 370 Hampton St, Hampton Vic 3188

I have proudly nominated for the Bayside Council 2016 Election in Central Ward. I would like to represent residents and ratepayers in a Council committed to genuine service improvement for all who reside in Bayside. I don’t believe there has been enough positive change or improvement for our community over the last 4 years from the current Council, and I believe I can bring a more positive approach and commitment to action for the next 4 years. As a Bayside resident for nearly 50 years, I grew up here, was schooled here, worked here and raised my family here. I am well acquainted with Bayside’s many unique qualities, which must be maintained and enhanced to ensure it remains a great place to live and work. I have a business background in corporate management and retailing. I am not affiliated with any political party or single interest group, and believe I can bring an independent, open-minded and impartial approach to matters requiring Council contribution or decisions. Lets us make Bayside a better place for residents and businesses. Vote 1 EVAN PACKER – Central Ward, Bayside Council Election Authorised by Evan Packer, 370 Hampton St, Hampton Vic 3188
