This painting depicts Bendigo's first parliamentary election, held at the Criterion Hotel in 1855. The Criterion Hotel was the first significant hotel in Bendigo with the entire top floor dedicated to a theatre and ballroom. Prior to the erection of public buildings, hotels were frequently utilised as sites for public meetings, land sales and even autopsies and inquests. By 1871 Bendigo had a population of 20,000 people and council records show an astonishing 91 licences publicans, 114 beer sellers and eight breweries.
