Capt. William Whitmire, Naval Construction Battalion Center Gulfport, Mississippi, presents the Senior Civilian of the Quarter award for the 4th Quarter of 2017 to Janice Zimmer, NCBC Gulfport information technology specialist, Feb. 21, 2018. According to Mark Watson, NCBC Gulfport IT director, Zimmer was awarded for her diligent work in accomplishing technical refreshes of computers in 14 buildings on base, ensuring these systems received their mandatory upgrade to the Windows 10 Operating System. Zimmer also discovered that certain software packages required by several offices would not function properly on Windows 10, so she notified her higher command of the issue so that they could work with the vendor to come up with a solution. Zimmer praised all the hard work and efforts of everyone in the IT department in helping keep the base communications and computer systems up and running. “I’m thrilled and honored to receive this award, and I couldn’t have done it without the support of my co-workers and the CBC department personnel,” said Zimmer. On this President’s Day, we’re taking a look at the #USNavy Sailors who went from shipmates to presidents.
Presidents Day originated as the celebration of George Washington’s birthday, the first president of our country. In 1879, it was signed into law by President Rutherford B. Hayes as a federal holiday and the first holiday to celebrate the life of an individual. In the late 1960s, Congress proposed a measure known as the Uniform Monday Holiday Act. The act shifted several federal holidays from specific dates to predetermined Mondays. It was thought that moving the holidays to Monday would give employees additional three-day weekends and reduce employee absenteeism. The act included a provision to combine Washington’s birthday, which falls on February 22, with Lincoln’s birthday, which falls on February 12. Thus, though the holiday is still written as “Washington’s Birthday” in federal law, it soon was popularly understood to be a celebration of Washington, Lincoln, and all other citizens who served as President of the United States – thus evolving to become “Presidents Day.” Presidents Day is an opportunity for people to spent time reflecting on the contributions of the country’s historic leaders and honoring them in various ways. In many school districts across the country, students spend time learning about the history of the United States and the social responsibilities that come with being a citizen of our country. George Washington’s farewell address is also read in the Senate every 22 February – a tradition kept since 1862. Only during the Civil War was it read more than once in a year in order to boost morale.
