This is a very good example of a girdling root.This is most commonly caused from improper planting. Look close the original wire cage and the burlap are exposed on the trunk of the tree. When planting wire cage must be removed ( bolt cutters work great) and burlap knot must be untied and pulled down around root ball. Any twine should also be removed. The tree in the picture is over 10 years in the ground and sadly will never live out a full life.
