A job opening for the City of Borger is available in the Wastewater Treatment Plant for a Plant Operator I. The starting pay for this position will be $2,481.39 per month. ESSENTIAL JOB FUNCTION: Monitors the performance of all equipment, gauges and charts in the treatment plant; records statistical data concerning plant operations; maintains, operates, repairs and replaces equipment as necessary; maintains accurate records of analyses and test results; operates the wastewater treatment plant to ensure compliance with all State and Federal Regulations; collects samples and identifies concentrations of chemical, physical or biological characteristics of wastewater required in accordance with Local, State and Federal requirements; contains and disposes of hazardous wastes generated by the lab; operates pumps and valves to control and adjust flow though the treatment process may be required to wear a respirator (at times); may be subject to call in case of emergencies or other instances. REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSE: High School Diploma or GED and a valid Texas State Driver’s license. Certification as a Class C Wastewater Operator as per current State regulations or ability to obtain certificate within one year of employment date.
NOTICE OF VACANCY The Borger Economic Development Corporation is seeking an experienced, motivated professional with a proven track record to serve as the Chief Executive Officer of the Borger Economic Development Corporation. The CEO will be responsible for day-to-day operations and will plan, direct, and implement community and economic development programs and projects. This position reports to a five member board of directors. Summary of Job Duties: • Oversee all economic development activities including the development and implementation of the yearly strategic plan; • Oversee the development and implementation of the budget; • Engage in local area business retention/expansion projects; • Recruit new basic business and primary jobs to the Borger area; • Coordinate meetings with a variety of groups; • As necessary engage in grant writing activates; • Develop, assemble, and analyze statistical and demographic data for internal and external use; • Forecast short-term and long-term economic trends and their effects upon economic development efforts; • Represent the BEDC at regional/state/national economic development events, attend trade shows and conventions as necessary, and represent the BEDC at a variety of public and private meetings; • Supervise and evaluate full and part-time staff; and • Establish strong working connections with board of directors, the Borger City Council, city manager, other public officials, business and industry partners and the general public. Minimum Qualifications: • Five years of increasingly responsible supervisory experience in a public or private sector organization; • Demonstrated quality work ethic with the ability to work independently; • A minimum of 5 years progressive supervisory experience in economic development; • Excellent communication skills-both oral and written ; • Marketing, sales, and interpersonal skills; • Excellent computer skills including MS Office and presentation software; • Cognitive ability to read and interpret Texas State and federal economic development laws and regulations; and • Texas Drivers License. Education Requirements and Preferences: • Minimum of a Bachelor’s Degree in Business, Economics, Public Administration or related field. A combination of relevant work experience and education may be deemed equivalent to the minimum requirement; • Certified economic development status preferred; and • Candidates who possess a working knowledge and understanding of Texas Type A Economic Development Corporations are a plus. JOB SUMMARY Under the supervision of the labor supervisor performs a variety of unskilled or semi-skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance and replacement of City streets and storm drainage facilities and systems. ______________________________________________________________________________ ESSENTIAL JOB FUNCTIONS Laborers normally report to the labor supervisor of the crew to which assigned. Work in manual labor in the performance of unskilled and limited semi-skilled tasks of a physically demanding nature, such as, duties in the maintenance, repair and minor construction streets, alleys, drainage systems and related facilities. Insures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use; drives trucks of various sizes and weights in the loading, hauling and unloading of various equipment, gravel and sand; performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment; performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging; operates a variety of power construction and maintenance equipment used in the street department. Work is ordinarily repetitive, but once learned can be performed under general, rather than close, supervision. Work is reviewed by superiors during process and upon completion. _____________________________________________________________________________OTHER JOB FUNCTIONS: Work may involve operation of power tools, such as, power saws, jackhammers, spray paint guns, power mowers and edgers, as well as light duty automotive and related equipment as a necessary adjunct to performance of regular assignments, or on a relief of seasonal basis. Laborer will be subject to loud noise and to extreme temperatures including heat and cold, temperature swings and inclement weather as well as stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting 20, 50 and up to 100 pounds, talking, and hearing, in tasks such as patching holes in streets and driveways, pouring and shoveling asphalt and concrete, raking, tamping, and smoothing asphalt, digging out holes with manual and automatic digging tools, filling depressions with slag, gravel, or other materials, painting crosswalks, messages on streets, installing and maintaining traffic and street signs, preparing streets for striping, and maintains and performs minor repairs to equipment, and may be subject to 24-hour call for emergencies during specified periods of time, and performs other tasks as assigned. ______________________________________________________________________________ REQUIRED EDUCATION; DEGREES, CERTIFICATES, AND/OR LICENSE Texas Commercial Driver’s License Class B (CDL) Graduation of high school or equivalent ______________________________________________________________________________ EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS No experience required, some knowledge of standard equipment and hand tools, materials, methods and procedures used in maintenance, construction and repair activities; skill in operation of some of the listed tools land equipment; ability to perform heavy manual tasks for extended periods of time, ability to work safely; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, other departments and the public; ability to understand and carry out written and oral instructions. JOB SUMMARY Performs a variety of unskilled and semi-skilled work, and operates a variety of equipment, in the collection of solid wastes. ESSENTIAL JOB FUNCTIONS Drives a collection vehicle over a designated route, picking up solid waste containers, including recyclables or yard waste as assigned, and depositing the containers into a collection vehicle, and returning containers to the prescribed area. Will also work at the local air curtain burn pit burning trees and limbs. Will operate boom truck, front end loader and track hoe. Makes special collections as assigned. Notes variances to prescribed service. Maintains radio or other communications with the office to receive or report variances to standard operations. Conducts a daily inspection of tire air pressures, air tanks, hydraulic fluid levels, transmission fluid levels, power steering, lights, and other critical parts of a solid waste collection vehicle prior to the execution of the daily tasks. Observes surrounding conditions such as citizens, equipment, property, etc. in order to assure that solid waste is collected is a safe manner; regulates traffic in hazardous conditions in order to assure safety conditions for the collection personnel and the general public. Drives vehicle to a Transfer station, designated landfill or compost facility and unloads collection vehicle. Washes collection vehicles. Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment. Maintains a variety of records relating to inspections, maintenance activity, collection activity, etc. Responds to complaints at the curb; resolves complaints within scope of authority; explains actions to supervisor. Performs all duties in conformance to appropriate safety and security standards. Subject to 24 hour call in emergencies during specified periods of time. REQUIRED EDUCATION; DEGREES, CERTIFICATES, AND/OR LICENSE Graduation of high school or equivalent; Texas Commercial Driver’s License Class B CDL.
