Please read Judith Addison (con councillor) comments 're the boycott of full council meeting this week......how the leader of the council miles Parkinson sneaks on the agenda important issues INCLUDING highams playing fields so that only labour can debate it! 😡😡😡 H.B.C Leader and Full cabinet v Full Council I do believe this a a through comprehensive explanation from the Oracle .. Aka Judith Judith Addison states Whilst residents are entitled to take a view on the boycott of last night's Council Meeting by the seven Conservative Councillors, I don't feel that the way this has been interpreted and portrayed by the local press and others is entirely accurate. We are being accused of failing to take an interest in important issues affecting the Borough and its residents - however, none of the matters listed as having been discussed was in fact an "Agenda Item", nor could they have been picked up from the Minutes of various meetings that were presented to members of the Council for information. I'm talking about these topics - (1) Plans for second bus lane at Clayton. (2) Impact of first bus lane on resident parking. (3) Need for Lancashire County Council investment into repair of pot holes. (4) Closure of Accrington Victoria Hospital Walk-in Centre. (5) Accrington Stanley Community Trust - Highams Playing Fields. (6) Pay awards for hard-working NHS staff. If anybody can find reference to these matters in any of the sets of Minutes that were presented I will gladly apologise for what I've just said above. No questions had been submitted for Question Time and no Motions on Notice had been submitted. No "Any Other Business" is allowed on Council Agendas. At the beginning of a Full Council Meeting, the Mayor, the Chief Executive and the Leader of the Council are given the opportunity to make any Announcements they wish to make. I can only conclude therefore - please correct me if I'm wrong - that all the matters I've listed above were in fact raised by Council Leader Miles Parkinson in his opening Announcements. Other than reviewing the Minutes of various Meetings, the only item on the Agenda was the Draft Pay Policy 2018 for Hyndburn Borough Council staff. This hasn't even been mentioned by anybody. Was there no debate on this item? Whilst Councillors may have their own opinions on staff pay in the NHS, this isn't something that falls within the remit of Hyndburn Borough Council. However, discussing the Pay Policy for the Council's own staff is relevant. What I'm about to say now I'm not saying to cause trouble. Most people in Hyndburn don't realise that Full Council is not the main decision-making body of the Council. Many years ago, Hyndburn Borough Council decided to adopt a Leader & Cabinet system, later changed to a "Strong Leader & Cabinet" system. The Cabinet meets once a month and is made up of the Leader of the Council, the Deputy Leader and four other senior members of the Controlling Group (the political party with the most members on the Council) - Labour currently hold 26 seats out of 35. Each Cabinet Member has a "Portfolio" - an area of the Council's work that he/she is responsible for overseeing, e.g. Waste Services, Finance. The Cabinet Members can't make decisions individually, only collectively, apart from the Leader who has some decision-making powers of his own. This is the model of "Governance" that Hyndburn Borough Council adopted quite a number of years ago, within the context of national legislation. The real decision-making power therefore lies with the Leader and Cabinet, not with Full Council.

You know what ......Martin fearon and anyone else that is trying to throw personal attacks on our committee members over social media. Why not play the fair game and play by the rules!? We have followed every rule in the book in our campaign and followed all the advice given by Fields in trust and been praised for doing so. Do not at the last hurdle start throwing punches below the belt in bid to belittle all the hard work we have done. For someone big on sport your sportsmanship is much to be desired! Regardless of the out come I will be very proud of BOTH parties for standing for what they believe in as I am British . I stand proud and congratulate anyone that puts so much effort into a project I would be grateful if the respect is returned!

FINALLY! 🔔🔔🔔🔔🔔🔔🔔🔔🔔🔔🔔🔔🔔 HBC and ASCT have finally sent the paperwork into fields in trust to ask them for permission for change of usage. We now wait for fields in trust to do their job and prove what they display on their website, and protect this land from development! Because of the complex nature of this proposal we, as a committee, are expecting this to go to a full board of FiT committee members and therefore the decision will not be made until June. We will be sending in all our paperwork in to object to the proposal and how SAVE Highams committee and supporters aim to look after the playing fields in the future. Which will include the full involvement of the community. We thank all our 700 plus loyal supporters for the past 12 mths support YOU ARE amazing Accrington! 💚💚💚💚💚💚💚💚💚💚💚💚

We hope and pray that fields in trust are true to there word, as LCC have sold ribblesdale ace plot to build more houses. If highams goes to ASCT there will be no green space for old and new residents to enjoy
