IMPACT Initiatives is a leading Geneva-based think-and-do-tank, created in 2010 and firstly operationalized in 2012. IMPACT is a member of the ACTED Group. Through its action, IMPACT aims at shaping practices and influencing policies in humanitarian and development settings, in order to positively impact the lives of people and their communities. We do so by co-constructing and promoting knowledge, tools, and practices which enable better decision-making by key aid stakeholders. In all our work, we promote the use of settlement approaches as a catalyst for more effective aid action. We believe that by understanding settlements through the lens of community dynamics, governance structures and socio-economic relationships, we can impact lives of people, improve communities’ development pathways and contribute to a fairer world.

IMPACT’s teams implement assessment, monitoring, evaluation, and organizational capacity-building programmes in direct partnership with aid actors or through its inter-agency initiatives, REACH and Agora. IMPACT’s global team, based in Geneva, is complemented by an established presence in over 15 countries in Africa, Eastern Europe, Middle East and North Africa, South-East and Central Asia.

Field outreach and presence is key to IMPACT, allowing us to collect primary information in contexts of crisis. IMPACT has a permanent presence in over 15 countries and a capacity to deploy to all new crises. IMPACT‘s country teams include IMPACT/REACH Country Coordinators, Assessment and GIS Specialists, as well as large teams of enumerators for data collection. Field staff include over 50 international experts and 300 national staff.

Al Hol Camp in Al-Hasakeh governorate, #Syria, houses over 20,000 Iraqi #refugees and Syrian IDPs. While humanitarian access to Al-Hasakeh governorate in North-East Syria has steadily increased, a lack of detailed sectoral information has raised response challenges. Therefore, REACH conducted an assessment to provide comprehensive information on the humanitarian situation in Al Hol camp across all sectors. Significant needs were identified across the sectors of WASH, livelihoods, and education. Specifically, 29% of households reported going without water at least one day in the month before the assessment; 56% of households were found to be economically inactive; and only 24% of children aged 6-17 were accessing education. Recent displacement trends show that increasing numbers of displaced populations do not reside in camps or designated areas, but tend to choose urban or semi-urban areas, where they feel safer and can envisage a better future. Out-of-camp refugee contexts, however, bring a new set of challenges for humanitarian actors, who need new tools to properly assess and understand local dynamics, vulnerabilities and capacities of displaced and host populations in such areas. To respond to such challenges, IMPACT and ACTED new joint initiative AGORA has initiated a programme to develop and field test a new methodological approach to data collection in out-of-camp refugee settings. Funded by the U.S. Department of State: Bureau of Population, Refugees, and Migration and in partnership with UNHCR Jordan, a first pilot of the new methodological approach has been conducted in the city of Mafraq, Jordan and has provided the first interesting results by applying an area-based approach and #SocialNetworkAnalysis Theory! Three months after the declaration of famine in Unity State, #SouthSudan, despite improvements most likely resulting from of a rapid up-scale of humanitarian assistance in Central Unity, the humanitarian situation has continued to worsen across the rest of the country, with an estimated 45,000 South Sudanese still facing famine conditions and 1.7 million experiencing emergency levels of food insecurity. In response to this growing food emergency, REACH has been conducting monthly assessments of hard-to-reach areas as well as rapid assessments in the most vulnerable counties, to support IPC Food Security Analysis in identifying counties at risk of severe #foodinsecurity. Food security levels in Jonglei State in April and May 2017 were the lowest recorded by REACH to date, particularly for Duk and Ayod counties. [#Mosul Crisis Update] The West Mosul offensive, started in February 2017, has caused a deterioration of the humanitarian situation in the western bank of Mosul city and a much higher level of displacement than that of the previous East Mosul offensive, with a rough average of 6,570 individuals displaced daily. To better understand new displacement patterns resulting from the West Mosul offensive, as well as humanitarian conditions within retaken neighbourhoods in West Mosul, REACH conducted an assessment through over 100 Key Informants in Mosul, in April and May 2017. Findings highlight that since the start of the West Mosul offensive, up to 600,000 individuals have reportedly been displaced. While around 80% of those fleeing conflict since the beginning of the Mosul offensive remain displaced, the other 20%, amounting to over 150,000 IDPs, have returned to their area of origin in eastern (78%) or western Mosul (23%), due to improved stability, security and services within retaken areas. There is a concern, however, that some of these returns may be premature, as security conditions remain poor, livelihood opportunities are few, and competition over resources is growing. In particular, the #humanitarian situation in West Mosul has been increasingly deteriorating and remains severe for all inhabitants, with reported severe physical insecurity, minimal access to food and livelihoods, alongside a dependence on unclean water and no access to electricity.

#Syria As conflict escalates in Ar-#Raqqa governorate, the risk of increased population flows and of an escalation of conflict in neighbouring Deir-ez-Zor has led to predictions of a worsening humanitarian situation for populations in Deir-ez-Zor, where humanitarian access is extremely limited. REACH, in partnership with Syria Relief Network (SRN - شبكة إغاثة سوريا), conducted remote interviews with key informants residing within Deir-ez-Zor to measure key indicators of humanitarian needs across all sectors in Deir-ez-Zor and provide baseline information for an ongoing monitoring of the situation. Highest needs were found across the sectors of water, sanitation and hygiene (WASH), health, education and protection. Not only were there no functioning formal schools reported across the 105 communities interviewed, the proportion of children working was also estimated at 46%. Livelihoods opportunity were also reported being very limited, due to the deterioration of agricultural productivity and other pre-conflict industry. Overall, the assessment indicated that communities in Deir-ez-Zor have limited capacity to bear future shocks.
