PRESS RELEASE (May 11, 2016) PTAD pays benefits to Parastatal NOKs verified 2008 - 2012 The Pension Transitional Arrangement Directorate (PTAD) has paid benefits and entitlements to over 500 Next-Of-Kin (NOKs) of deceased Parastatals Pensioners under the Universities and Colleges of Education. This follows a validation exercise which took place in the six (6) geo-political zones of the Federal Republic of Nigeria recently. During the validation exercise, PTAD updated the data of NOKs previously verified by the National Pension Commission (PenCom) between 2008 and 2012 during the Parastatals Pensioners Verification Exercise (PPVE) Phase 1. This payment is in fulfillment of the promise by PTAD management that all NOKs will be paid their entitlements. Payments have been made to NOKs of the various agencies confirmed in letters signed by the CEOs of these institutions or their immediate delegates. NOKs are hereby encouraged to contact their pension desk officers to ensure that PTAD’s letter requesting confirmation of their identities is appropriately and expeditiously responded to. PTAD STRATEGIZES FOR BETTER SERVICE TO PENSIONERS The Pension Transitional Arrangement Directorate (PTAD) recently held a three day organizational strategy planning session in Abuja to set the direction for the agency’s medium to long term objectives. Over the last two years of its existence, PTAD had focused on consolidating the four pension payment systems of the Police, Customs, Immigration and Prisons, Civil Service and Parastatals Pensions which it inherited from legacy schemes and has been cleaning up the payrolls of these groups. The clean-up of these payrolls led PTAD to embark on the on-going verification exercise which has enabled the agency to identify unqualified pensioners, areas of over-payment and underpayment and the update of records of Next of Kin (NOK) of deceased pensioners. With the sanitization of the payroll under way, the agency thought it timely to set a new agenda for improving and sustaining the excellent service delivery it has come to be known for, to pensioners under the Defined Benefit Scheme (DBS). The three day strategy session, reviewed the agency’s mandate as contained in the 2014 Pension Reform Act (PRA) and reassessed the vison, mission and core values that would guide the operations of the agency in the medium to long term.. 761 police pensioners have incomplete records The Police Pension Department (PPD) of the Pension Transitional Arrangement Directorate (PTAD) has asked 761 police pensioners with incomplete records to submit all outstanding documents for the update of their data with the Agency. The PPD had sent SMSs and made phone calls to the registered telephone numbers of the affected pensioners, whose details are inadequate for computation of retirement and death benefits. Many of these pensioners are yet to do so. Since the conclusion of the verification exercise in May 2015, the PPD has paid gratuity and pension arrears to all pensioners under the department, with the exception of those with unresolved issues. It is expected that the messages, sent directly to the telephone numbers of the affected pensioners, would prompt them to provide the necessary information without which they cannot be paid. All police pensioners who received the SMS are hereby again reminded to provide the documents for prompt computation and payment of their entitlements. These documents can be sent to PTAD by post, emailed or submitted at our state liaison offices or at the head office in Abuja. MESSAGE TO POLICE NOKS The Pension Transitional Arrangement Directorate (PTAD) wishes to inform all Police Next of Kins (NOKs) that payment has commenced for all NOKs that were verified in 2014 and 2015. The payment is being made in batches and we assure all qualified NOKs that everyone will get their entitlements shortly. We implore all those who have not been paid to keep the registered phone numbers active as we might be calling them to make clarifications or request for some documents, where it is not already available in our database. NOKs on this platform, who are yet to receive their entitlements, are hereby advised to send us an inbox message for further instructions. Thank you. .... PRESS RELEASE: PTAD assures Pensioners of 33% arrears; NOKs benefits The management of Pension Transitional Arrangement Directorate, PTAD has assured pensioners of the payment of 33% arrears and the payment of benefits to Next of Kin (NOKs) of deceased pensioners in the very near future. This assurance came during a meeting between the management of PTAD and representatives of the National Union of Pensioners (NUP), National Association of Retired Paramilitary Officers (NARPO), Association of Retired Police Officers of Nigeria (ARPON) and the Association of Public Service Retirees on Wednesday 23 March 2016. Details of the 33% arrears payment are to be agreed with the various pension groups before payment. The Acting DG also reassured the unions’ representatives that the federal government recognizes its obligation to pensioners. He apologized for any delays pensioners may experience in the course of complaint resolution, stressing that “it is a process we have to undergo for things to be done correctly to enable PTAD pay the right persons”. PTAD DG ON SUSPENSION The Executive Secretary/Director General of The Pension Transitional Arrangement Directorate (PTAD), Mrs. Nellie Mayshak, has been placed on suspension by the Honorable Minister of Finance, Mrs. Kemi Adeosun. A Director from the Office of the Accountant-General of the Federation has been appointed as acting Executive Secretary/Director General. Though media reports allege that the suspension is as a result of scam running into billions of naira, the general public should please be informed that the details on the issues relating to the suspension are yet to be made available. PTAD wishes to assure pensioners that this development will not affect pension payments and services. In January 2016, the Customs, Immigration and Prisons Pension Department (CIPPD) of the Pension Transitional Arrangement Directorate (PTAD) held a stakeholder workshop with the aim of sensitizing pensioners on the process and procedure of computing their retirement benefits. The stakeholder workshop is CIPPD’s way of keying into PTAD’s drive to bring technology to bear in carrying out its mandate of managing pension of the Defined Benefits Scheme (DBS). It centered on the paradigm shift to e-computation and its benefits which includes - accuracy in pension computation - elimination of fraud - enhanced turnaround time, and - easy self-computation by the pensioners themselves. EXTENSION: PTAD Validation Exercise For Next-Of-Kin (NOKs) Verified Under The Parastatals Pensioners Verification Exercise (PPVE) Phase 1 The Pension Transitional Arrangement Directorate (PTAD), an agency created by the Federal Government of Nigeria under the Pension Reform Act 2014, to manage and administer pensions under the Defined Benefit Scheme (DBS), invites all Next-of-Kin (NOKs) verified by the National Pension Commission (PenCom) between 2008 and 2012 during the Parastatals Pensioners Verification Exercise (PPVE) Phase 1 and the general public to note as follows; PTAD is extending the validation exercise for all Next-of-Kin (NOKs) verified by the National Pension Commission (PenCom) between 2008 and 2012 under the Parastatals Pensioners Verification Exercise (PPVE Phase 1). The initial exercise took place in the six (6) geo-political zones of the Federal Republic of Nigeria from 18-20 February 2016 to validate the information obtained during the verification to enable payment to the NOKs without hindrance. For the benefit of NOKs who were, for one reason or another, unable to come forward for this crucial exercise at any of the six centres, PTAD is providing another opportunity for their bio data and bank details to be updated and validated. For this purpose, the Abuja centre will be reopened from Wednesday 2nd to Friday 4th March, 2016. PenCom verified Next-of-Kin (NOKs) are to come along with all necessary documents including the original and photocopies of the following; 1. PENCOM Verification Slip 2. Valid and proper means of Identification 3. Bank Account Details (NUBAN Compliant) 4. Bank Verification Number (BVN). 5. 1 Colored Passport Photograph For verified Next of Kin (NOK) who are now deceased, the following documents are additionally required from the new NOK: a. Death Certificate of the deceased from a government recognized hospital. b. Letter of Administration Where two NOKs were registered as beneficiaries, both of them must be present for the validation. The Pension Transitional Arrangement Directorate (PTAD), will conduct a nationwide validation exercise for all Next-of-Kin (NOKs) of parastatals pensioners verified by the National Pension Commission (PenCom) between 2008 and 2012 during the Parastatals Pensioners Verification Exercise (PPVE) Phase 1. The NOK validation exercise will hold from Thursday 18th of February to Saturday 20th of February 2016 in six (6) centres in five states (Gombe, Kaduna, Enugu, Lagos and Edo) and Abuja, covering the geo-political zones of the Federal Republic of Nigeria. ‘Pension funds are safe under PTAD’ – DG “We very much like people to know that the Pension management for the defined benefit scheme is on track to become one of the best managed systems in Nigeria,” the Executive Secretary/Director General of the Pensions Transitional Arrangement Directorate (PTAD), Mrs. Nellie Mayshak has said. “First of all, payment to pensioners are now very regular and the payments are made without any interception, intermediaries, direct from Central Bank (CBN) to the bank accounts of pensions. “Pension funds are safe. What we spend and what is left is in the government coffers and doesn’t come out at all. “We are using technology to make sure that there is transparency and good customer service for pensioners.” Noting the activities of pension fraudsters, the DG advised pensioners to disregard anyone who asks for money under the guise of helping them process their pension. “We are warning pensioners to not give money to any fraudster who calls them and says ‘give me money so that we can prepare your pension’. “You do not need to pay anybody anything.” The DG also spoke about the ongoing nationwide verification of pensioner and other measures put in place by PTAD to help ease the process of accessing pensions and other entitlement. “Services for pensioners have improved greatly, the access points, internet, websites, social media and toll free numbers, state offices. “We have created opportunities for opportunities for pensioners to suffer less, to travel less for their pensions. “They don’t need to continue to suffer. They deserve it [their pensions]. They have worked very hard for this country.” Mrs. Mayshak added that “pension is going to be on autopilot” as soon as PTAD completes the nationwide verification of pensioners under the DBS. PTAD has been given a ‘Special Recognition Award’ by HP Nigeria. Representatives of the technology company, Mr. Valentine Nwabueze and Ms. Cordell Uzonwanne, presented the award to PTAD Executive Secretary/DG, Mrs. Nellie Mayshak, on Friday, February 5, 2016, during a courtesy visit. According to HP Nigeria, the award was given in recognition of PTAD’s use of technology to drive processes and procedures towards transparency and accountability in Pension Management in Nigeria.
