The Comber Foundation is a charity which works to improve the lives of children and young people with disabilities in Romania and Eastern Europe The Comber Foundation was founded in 1990 in Comber, Co Down, to improve the quality of life of children living in orphanages in Romania. We believe large-scale institutional care is unacceptable and remain committed to supporting the right of all individuals with disabilities to live in the community.

Since 2006, the Comber Foundation has invested in buying permanent homes for residents of adult institutions in Giurgiu County. In partnership with Giurgiu County Council and Social Services Department, 38 individuals to date have moved from long-term institutional care to these group homes to begin new lives in a community based setting. All our homes opened to date are staffed by the Social Services Department of Giurgiu, so the ongoing running costs are sustained locally. Giurgiu County Council are committed to closing their remaining adult institutions over the coming years, and working with the Comber Foundation and other partners to provide alternative community based care.

Comber Foundation is a trust with charitable status in Ireland (CHY 10070) and Northern Ireland (XN 91215). We are also registered as an NGO in Romania (Fiscal registration number 27836084).
