Largest animal shelter east of Montreal / Le plus grand refuge pour animaux à l’est de Montréal The Greater Moncton Society for Prevention of Cruelty to Animals (SPCA) was formed in 1955 by a small group of concerned citizens (headed by Mrs. Constance Hoover), who thought something should be done about the stray animals and cruelty in this area. The Society was incorporated as SPCA (Moncton) Inc. in 1956 with the first shelter being opened by the premier of the day, the Hon. Hugh John Flemming.

The shelter was built by Mrs. Hoover and her mother. They added to the building over the years to house the ever increasing number of animals. For many years, Mrs. Hoover ran the organization with the help of a few very dear friends, mainly Mr. and Mrs. Sternbach and Mrs. Rena Michahelles. During the early years the work was done on a volunteer basis. As funds became available, staff were hired. The Moncton SPCA shelter building is known as the Hoover Animal Shelter, in recognition of the many years of dedicated service given by Mrs. Hoover.

The Greater Moncton SPCA now has the task of providing a service under the Animal Protection Act which is not duplicated by any other agency in the Greater Moncton area. The Society provides care for sick, injured, homeless, lost and unwanted animals.

The Greater Moncton SPCA continues to work for the animals with the aim of preventing and suppressing cruelty. Cruelty takes many forms ranging from blatant physical abuse to neglect; from misuse in entertainment to trapping and factory farming.


The Greater Moncton SPCA is the largest animal shelter east of Montreal and takes in over 7,000 (!!) animals every year. Please, open your heart and your home to a needy pet!

La Société de protection des animaux (SPA) du Grand Moncton a été fondée en 1955 par un groupe de citoyens (dirigé par Mme Constance Hoover) qui voulaient venir en aide aux animaux abandonnés et agir pour les cas de cruauté dans la région. La société a été incorporée en 1956 sous le nom SPCA (Moncton) Inc. et le premier refuge a été inauguré par le premier ministre de l’époque, l’Honorable Hugh John Flemming.

Le refuge a été construit par Mme Hoover et sa mère. Des ajouts à l’édifice ont été nécessaires au fil des ans pour abriter un nombre toujours grandissant d’animaux. Mme Hoover a été à la tête de l’organisation pour plusieurs années et elle a été secondée par quelques amis précieux tels que Monsieur et Madame Sternbach et Mme Rena Michahelles. Le travail était alors effectué par des bénévoles et, quand les fonds le permirent, des employés furent embauchés. L’édifice de la SPA du Grand Moncton a été nommé le Refuge pour animaux Hoover afin de reconnaître les nombreuses années de service dévoué de Mme Hoover.

La SPA du Grand Moncton offre maintenant un service sous l’égide de la Loi sur la protection des animaux et elle est la seule agence du genre dans la région de Moncton. La Société offre des soins aux animaux malades, blessés, sans abris, perdus et abandonnés.
