Guelph Eramosa Township
Rockwood Mayor and council appose dogs, small business and employment Before council is a vote to amend a by-law prohibiting dog boarding kennels in Rockwood Eramosa Township. The council and the mayor, with the exception of Corey Woods, have decided not to amend the by-law that would allow new kennels in Guelph Eramosa Township. This prohibition on boarding kennels and breeding kennel alike, was brought about because of one dog breeder who had no regard for his neighbours, and bred hounds that created a very disturbing noise. Kennels were banned, and yet his is still in business and cannot be shut down with this by-law as by-laws are not retroactive. This ban also has no effect on puppy mills, as the perpetrators of that crime ignore all the laws of decent society. Councilman Corey Woods is fighting a lone battle, he is trying to set forth a stringent set of regulations that would allow future kennels to be built and operated in the Guelph Eramosa Township. Some of the strict regulations he suggests include restricting kennels to be erected on parcels of land of no less that 100 acres, sound buffer zones to surrounding neighbours, double fencing and inspections 3 times a year at the owner’s expense. Even with these extra proposed regulations in place, the majority of the council still does not want to proceed with the by-law change. What this prohibition does is deny local dog owners a level of dog boarding care that to date is not available in the township. This prohibition stymies small business and employment, it impedes construction contracts and material sales. There is also the loss of tax revenue through improved property values and employment. This seems to fly in the face of the councils pledge to help the local economy and to develop more small businesses. Sometimes the most well intended laws have negative and repressive consequences, this is one.
