Dear All, Just a reminder that the Kemback, Pitscottie and Blebo Community Council is sponsoring bonfire and fireworks on Saturday 5th November at 6:30 pm As in past years, Robert Steedman has kindly agreed to allow us the use of his field at “coffin walk” in Blebo Craigs. (See map) All are welcome, but for insurance reasons please do NOT bring your own fireworks to this event.

DRAFT Minutes of the Kemback, Pitscottie and Blebo Community Council Meeting on Monday 8th August 2016 In Kemback Church Hall, Dura Den. Present: Alison Aiton (Chair), Ken Cochran (Secretary), Jack Lord (Vice Chair), Sheena Sturrock, Julia Young. Fife Cllr Bryan Poole and 24 people in total. Minutes: of the previous meeting on May were accepted. Proposed by Elisabeth McInnes and seconded by Julia Young. Thanks: Were expressed for the good work of PC Emma Clarkson who has moved to a position in Kirkcaldy. PC Robert Crawford is our community police officer based in Cupar. Police have a periodic presence at Tesco in Cupar where policing issues can be discussed with members of the public. Community Resilience: Training will be available in January. This will require volunteers to be identified before the net meeting. Anyone interested should contact Jack Lord. Planning Permission: in Principle has been requested for 10 holiday chalets at Cairngreen. There had been 2 objections so far. It seems that it is close to a difficult junction and where water floods down the track. Road access had been denied for houses. Consensus of the meeting was that the Community Council objects on the grounds of safety of access on to a fast moving road. A retrospective application had been submitted for an already built balcony at new build house on land adjacent to Balgonie. There was interest as to why it was taking so long for a decision on planning permission for a house on the Blebo ‘high’ road[1]. Roads: Closures on the B940 are scheduled for September and October to allow resurfacing, drainage and foot path work. These will cause considerable disruption with detours, though access to local businesses and houses will be maintained. There is still a need for an HGV sign at Kemback Bridge. Secretary will ask for results of speed monitoring at Kemback Bridge and request speed limit enforcement in Dura Den. Phone Box Removal in Blebo is proposed by BT. The one in Dura Den is a listed building and is not affected. The Community Council will object due to the lack of mobile phone coverage in the area and the need for an emergency phone service for visting walkers etc. If unsuccessful in retaining the service, the CC will ‘adopt’ the phone box, preserving its presence in the village but not the service. Recycling Centres in Fife are changing the rules for residents delivering items to the centres with vans or trailers. From 3rd October it will be necessary to make a reservation for recycling by van or trailer. AOCB Concern was expressed about the state of paths. Jennys Steps are seriously broken, While the handrail was replaced rough hewn wood on was used for the handrail. The problems of sewage flowing into the grounds of Grove House has ‘moved into legal territory’. This is being handled by SEPA A grave in the cemetery appears to have been dug with too little space between adjacent graves. Some residents would like more email communication of planning and other stuff. Secretary will invite people to say whether or not they want additional emails. The CC will sponsor its community fireworks on Sat Nov 5th. DONM: The Next meeting of the community council will be on Monday, November 14th at 7:30pm in Blebo Craigs village hall.

Minutes of the Kemback, Pitscottie and Blebo Community Council Meeting on 9th May 2016 at Blebo Craigs Village Hall. Community Councillors Present: Alison Aiton (Chair), Ken Cochran, Jack Lord, Sarah Duncan, Julia Young.5 other members of community. Fife Councillor Margaret Kennedy. Apologies: Sheena Sturrock, Cllr Bryan Poole, Cllr Karen Marjoram Community Policing: PC Emma Clarkson reported on activity in our area. Speedwatch volunteers are needed. If we can get enough they will run another course on using the radar equipment. Contact cuparcpt@scotland.pnn.police.uk for more details. On the 13th of April there was a “day of action” targeting 17 sites, most outside schools. 4 people were reported to the procurator; 9 fixed penalties were issued, and 45 warnings given. Several people were ‘advised’ about not using mobiles, seat belts etc. People may express their views at online at police Scotland. ‘Pop-up Bob’ has been a success. He was even offered tea and cake in Cupar and is purely a deterrent. This may be deployed in Dura Den. Operation Miranda is a programme broadening awareness of rogue traders. Advice is not to deal with anyone at the door. Card skimming at ATM machines has been a problem. If spotted don’t remove the device but call police. Community Resilience – Scottish Flood Forum: Paul Laidlaw, Community resilience manager Scottish flood forum gave a report. SFF is a charity in Scotland funded by government. CC could lobby. They engage in recovery work and building resilience after a flood. Some areas of CC are in Potentially Vulnerable Area. Jack Lord is leading establishement of Community Resilience for our CC area. Minutes of previous meeting: Were agreed; Proposed by Sarah Duncan, Seconded by Elisabeth McInnes. Matters arising: Cemetery water butt has been replaced. A road drain on Kemback brae is covered. Apparently a car was stuck about Christmas in the ditch that FC says is not a hazard. In Blebo many people have taken flooding self defence measures after road resurfacing. We will take a look at maintenance and solutions at the next meeting. Q10 speed monitoring has been done - we should be getting results. Wall at Grove House: where wheelie bins are - FC says wall wasn’t there. So it won’t be built. Pictures from some time back show it was there. Planning: Balgonie is amending a previous application from 2010. It seems that ‘Non Material Variations (NMVs) are another backdoor way of getting something through planning. We are monitoring two other applications. Secretary will write to Robert Stirling requesting that nothing be put through that takes CC by surprise. AOCB: - A Community Resilience Plan is needed for CC. Jack Lord is leading formation of subgroup. - Padlocks have rusted on flood boxes = resilience group might take this on.

DRAFT Minute of the public meeting of 8th February 2016 Present: Alison Aiton (Chair), Ken Cochran (Secretary), Sarah Duncan (Treasurer), Jane Homer-Boyd, Jack Lord (Vice Chair), Sheena Sturrock, Forbes Terris, Julia Young, and 12 members of the public. Fife Councillors: Margaret Kennedy, Karen Marjoram. Welcoming comments – Alison Aiton welcomed everyone to the meeting. Minutes of Previous Meeting – were approved. Proposed by Sheena Sturrock and seconded by Jack Lord. Matters Arising – Sheena Sturrock (Kemback) and Donald Gellatly (Blebo) will organise training for the new defibrillators installed at the halls. The bench on Kemback Glebe needs secured. Secretary will contact Fife Council. Report from Kemback Hall Steering Group – The group has met several times, and gone through expenditure. needs income of £4-5k annually. A questionnaire is being distributed. Advice is being sought from other halls Church will turn over hall but will retain the car park. There was a general feeling that car park is not too large and concern about the future of car park. The group is grateful to people who already use the hall. Planning - Two proposals have been submitted for Blebo high Road. Community Council has lodged objections to both. It was noted that the application for a wind farm in Cameron has been withdrawn. A planned extension at Greenside Cottage seems appropriate. Roads - Dura Den now open. Traffic levels and speeds will be monitored after patterns settle (which may need to be after Guardbridge closure). Rubbish gets thrown from cars, bottles, coffee cups, banana skins etc. Q10 still needs countdown speed signs on entry to Kemback Bridge. Also Q10 is still being used by HGVs. An ‘unsuitable for HGVs’ sign is needed at Kemback bridge end (also at back loan of Blebo). Surfacing is needed especially at informal passing places. Secretary will mention to Fife Council. Cllr Kennedy will ask about hedge cutting for visibility at junction of Dura Den with B940. There has been speed enforcement in Pitscottie and grit bin placement logic needs reviewed – there are two at the Crescent and none near South House. There was general dissatisfaction with the quality of road resurfacing at Blebo. This was reported. Water was running on main street. Tarmac was level with kerbs but remedial work has been inadequate. Flooding - We’ve had a very wet winter, for the most part without catastrophe. However the Ceres burn is backing up to South Cottage due to erosion and blockage. There’s a huge build up at top of mill lade 200 yards south of weir. Cllr Kennedy will pursue. Various other trouble spots were mentioned for action including ‘Drew’s pudddle’, Blebo House Bends, Milton field cottages where, when water table rises, water comes through water mains. AOCB - Sewage Problems at Flag House – SEPA have been unable to resolve problem and have contacted environmental health at Fife Council. Past building warrants are being reviewed. - Jenny’s Steps handrail has failed in several places. Secretary will contact Fife Council. Secretary will write on behalf of local residents to Flag House owners and SEPA. - Tap on water butt at cemetery doesn’t work. - Wall not completed at grove house. So problem flooding problem can re-occur. FC might need to take emergency powers to complete wall. Secretary will contact Fife Council about the above.
