Veterans Park Redesign Phase II – Located at the entrance into Laishley Park, the Park experienced the recent dedication of the Vietnam Memorial Wall. Staff has worked with community partners to develop a concept plan for Phase II renovations including parking & streetscape, honor walk, mural wall plaza, Purple Heart memorial, donors plaza, and gazebo ceremonial plaza. Initial cost estimate is $450,000. The plan will be discussed at the upcoming May 17 Council meeting and can be viewed at www.ci.punta-gorda.fl.us/government/city-clerk/agendas-minutes. Additional Harbor Access (aka PGI Bird Section Cut Through) – At its May 3 meeting, City Council received an update of the permitting process from engineering consultant Hans Wilson. The State Department of Environmental Protection (FDEP) is progressing expeditiously in its review of the proposed project and a permit is forthcoming. However, the Army Corps of Engineers review has been delayed due to ongoing workload issues with Corps staff. In addition, Council reviewed the proposed apportionment methodology by the legal firm Nabors Giblin & Nickerson for assessing properties in the special benefit area. In order for an assessment to be judged legal, it must provide a special benefit to property and result in a fair and reasonable apportionment. In other words, is the methodology logically and factually driven and does it make sense. In this case, the special benefit is based on three assumptions:  Improved navigational access  Water quality improvements  Improved property values As stated in last week’s report, the assessment methodology is based on the maximum number of available water access units per parcel of property and in accordance with City Code provisions. The next step in the process is to secure the services of an economist to evaluate the property value assumed benefit for the area. This was just the first of future public meetings regarding proposed assessment methodology. Do your part for a safe community and a clean environment! • Monitor pills, keep track of refills, and control access. Most people who abuse prescriptions get them from family and friends. • Secure pills well, preferably in a locked cabinet. Reduce drug abuse, curb theft, and prevent overdose and accidental poisoning. • Dispose of unused medications at the permanent disposal sites.
