PRESS RELEASE Today, December 12, 2017, we as a Board of County Commissioners adopted the 2018 Moffat County budget. We had a lively discussion with the public during the hearing portion of the meeting before the budget was adopted. The question came up of our posting procedure and policy of Notice of Budget according to CRS 29-1-106. Budget notices were published in Craig Daily Press, on October 6th, 2017, and the final budget notice, on December 8th, 2017. As required by statute, both budget notices stated the budget was filed in the Finance Department, where it could be viewed for public inspection. The Board of County Commissioners would like to thank all the other elected officials, department heads and employees for their hard work during the numerous budget meetings that were held throughout this year. We realize whenever you are dealing with tax payers’ dollars during times of dwindling and tight budgets, people and entities are apprehensive when their livelihood is affected as tough budget decisions are made. The County Commissioners refuse to kick the can down the road! Looking ahead, the budget has been focused on the future. A forward thinking strategy that focuses on the service levels available to the citizens will help Moffat County through their economic decline. This strategy is aiding the commissioners in making decisions so that appropriate service levels are maintained and ensuring that the County is on sound financial footing. Some do not agree with the decisions and actions that are being taken. Failing to make hard decisions now could put the services the County provides for the citizens of Moffat County in jeopardy. The commissioners work for and represent the tax payers of the County. As stewards of government funds, the commissioners have worked towards reducing the General Fund by 2.5 million during the 2018 budget process. 1.7 million in long term reduction in General Fund has been made leaving $800,000 to be addressed. While we have met the statutory deadline to adopt the budget, changes to the budget will still be made throughout 2018 and the commissioners will be adjusting the budget throughout the year according to current conditions. Budget highlights are: The total 2018 Moffat County Budget comes to $97,077,875 which is $10,874,659 or 12.62% more than the 2017 budget of $86,203,217. The Memorial Hospital, as an enterprise, is the county’s largest component unit budget, and its operations are separate from the county. The 2018 Memorial Hospital Budget totals $60,373,587, an increase of 24.18% or $11,754,654 more than their 2017 budget of $48,618,933. The remaining Moffat County Budget, without the Memorial Hospital component unit, is $36,704,288, a decrease of $879,996 or (2.34%) less than the 2017 budget of $37,584,283. Declining revenues in property tax continues to be a budgetary issue resulting in a valuation decrease since 2011 of $100,392,405, mainly due to the lack of oil and gas activity in Moffat County. As property tax is collected the year after assessment, this is resulting in a $2,121,691 decrease in revenue since 2012 for Moffat County. The largest project for Moffat County in 2018 is the Swinging Bridge Project through the Road & Bridge Fund. The $1.9 million dollar project is supported by multiple entities with the county’s portion estimated at $100,000. The County’s Full Time Equivalents (FTEs) from 2017 to 2018 have decreased 9.97 or $826,098 less than 2017. Did you know that in September Moffat County had 13 children placed outside of our community in other foster homes and in congregate care? The total cost for those placements was $50, 505.90!! What can YOU do to help bring our children and tax dollars back home to Moffat County where they belong? Contact the Department of Human Services today to learn more about becoming a certified foster home as April and Earl Camp have graciously done. For 18 years, April and Earl Camp Sr. have been foster parents in Craig. In that time, they have fostered countless children and adopted one child, their 9-year-old daughter, Lucy. April and Earl agree that adoption is a lifelong journey for everyone in their family. Lucy is thriving in their home, and their sons, Earl Jr. (22) and Joshua (37), are proud older brothers. For support on this journey, the Camps turn to the Moffat County Department of Human Services, doctors and specialists across the state, and their own families. April and Earl continue to foster children and teens, and they plan to adopt again if they foster a child who is unable to return to their biological parents and needs a home.
