Slight drop of wind into the evening (50-80km/h) but still very strong with high gusts (100km/h) over the province. Further drop early tomorrow moming (5am) (40-60km/h). By 09am the wind would have moderate to 20-35km/h and not be significant. Rain Further rain and showers (probable thundershowers) still expected to continue ovemight over the westem parts of the Western Cape where bulk still expected in the mountains. Much less rainfall expected in these areas tomorrow and clearing into the aftemoon. Small chances of localized flooding in places in the mountains. Seas Seas along the west and south-west coast have already picked up to near (Slangkop 10m average and max around 14m). Further increase to 12m possible into the evening and subsiding after midnight tonight. By tomorrow morning 6am expecting 7-8m and dropping to 5m by evening. High seas spreading to the south coast and picking up ovemight to 6-9m subsiding tomorrow evening. Coastline is shielded from the westerly swell. Snow Significant snowfalls expected along the western escarpment already accumulating from the afternoon and persisting into tomorrow moming where mountains could get 10-20cm of snow. 2030cm snow expected for the southem high ground of the Northern Cape into tomorrow moming. SEVERE WEATHER EVENT THE ALERT LEVELS FOR THIS EVENT HAS BEEN UPGRADED Please be advised that a major storm is approaching the Western Cape. SA Weather Service predicts gale force winds of over 90km/h‚ 12 to 15-metre swells and 80mm of rain are expected over our region. These conditions are expected from Tuesday night, with a cold front making landfall in the early hours of Wednesday, 07th June 2017. Please take note with the full moon spring tide, higher than normal high tides, lower than normal low tides and stronger than normal rip currents can be expected. Residents, especially those within low lying areas or close the sea,rivers or river mouths should be on high alert. Residents are advised to stay indoors and to firmly secure or tie down all outdoor equipment as “abnormally strong winds” are expected An intense cold front is expected to affect the Western Cape Wednesday and Thursday (7-8 June 2017) Sustained gale force winds are expected along the entire Western Cape coastal areas as well as the province already picking up overnight Tuesday into Wednesday morning and persisting into the evening. Very high and rough sea conditions with possible storm surges are also very likely along the entire coastline where the South Africa’s west and south-west coast will experience the brunt of the damaging wave conditions. Along with the extreme wind and wave conditions considerable rainfall and likely flash flooding may also occur. Rain and showers are expected early Wednesday morning in the western parts of the country, with only few to scattered showers spreading to the eastern parts of the Western Cape and central Northern during the day. While the precipitation subsides over the eastern parts of the Western Cape late Wednesday night, showers persist in the west into Thursday morning. Snowfalls are probable over the western high-lying areas and into the southern high lying areas of the Northern Cape Wednesday evening into Thursday. This severe system is expected to bring heavy rain leading to flooding, extensive gale force winds, severe seas conditions leading to storm surges, snowfalls and very cold conditions over the Western and Northern Cape. ODM signs Durban Commitment: Local Governments for Biodiversity As part of the Wetland Awareness day that was held on 09 May 2017 the Mayors of both the Overberg District Municipality, Ald Sakkie Franken and Cape Agulhas Municipality, Cllr Paul Swart signed the Durban Commitment. By signing the Durban Commitment the ODM became part of a larger group of local governments worldwide that acknowledge its responsibility to ensure the well-being of its communities by the protection, sustainable utilisation and managing of our natural resources. The Overberg Wetland Report was also launched during this event. Thank you to ICLEI: Local Governments for Sustainability who assisted the ODM through its LAB: Wetland South African Programme to draft this report and to all stakeholders who contributed.

A MSDF is also one of the core components of a municipal IDP and gives physical effect to the vision, goals and objectives of the municipal IDP. Once completed, the MSDF will be approved in terms of the Municipal Systems Act, 2000 (Act 32 of 2000) and will serve as a guide to decision making in development and land use planning. In terms of section 11(b) of the Land Use Planning Act, 2014 (Act 13 of 2014), the Municipality has opted not to establish an Intergovernmental Steering Committee. Therefore, a Project Committee, responsible for the compilation or amendment of the MSDF, will be established. This committee will adhere to the procedural requirements outlined in section 13 of LUPA and section 7 of the Standard by-Law, the core emphasis of which is the allowance of 60 days for all stakeholders to comment on the draft document. South Africa designates the Bot-Kleinmond Estuarine System as a Ramsar Site. South Africa has designated its 23rd Wetland of International Importance. The Bot-Kleinmond Estuarine System (Ramsar Site no. 2291) is in the coastal Southern African temperate area, within the Agulhas Bioregion. It consists of an estuarine lake, flanked by deeply weathered Bokkeveld shale terrain and mountains oriented perpendicular to the coastline. The Site is recognized as one of the ten most significant wetlands for waterbirds in South Africa during the dry summer months; 86 species of waterbird have been recorded there. The bird community changes markedly from year to year according to changes in the estuary conditions related to water levels and periodic breaches of the estuary mouth. Overall bird abundance is determined mainly by the presence or absence of red-knobbed coots (Fulica cristata) which can occur in extremely high numbers. The Site is also important as a nursery area for fish, with 41 species from 24 families recorded, of which 19 species are dependent on estuaries to complete their lifecycle. The surrounding communities of Kleinmond, Fisherhaven and Hawston have a close relationship with the Bot River estuary. Many residents and holidaymakers use the estuary for fishing, swimming and boating. Some invasive species (including the red-eyed wattle Acacia cyclops and the African clawed frog Xenopus laevis) have had major impacts.
