Paul Bond – Street Artist Erects Three Billboards Over Hollywood: “Oscar for Biggest Pedophile Goes to…” The conservative provocateur, who calls himself Sabo, took aim at Hollywood days before the Academy Awards. With a nod to the Oscar nominated Three Billboards Outside Ebbing, Missouri, conservative street artist Sabo has hijacked three billboards in Hollywood to attack the entertainment industry for allegedly shielding pedophiles. Reminiscent of the signage in the Martin McDonagh film, which is up for seven Oscars including best picture, with black text on a field of red, three consecutive billboards in Hollywood sprang up Wednesday, each calling out the industry. “And the Oscar for biggest pedophile goes to…” reads one sign. Another says, “We all knew and still no arrests.” A third billboard reads: “Name names on stage or shut the hell up!” Until the artist, who goes by the name Sabo, took over the signage early Wednesday, the billboards were legitimate advertisements. Sabo manufactured fake overlays measuring as large as 48 feet across by 14 feet high and hired a crew of six men to help with installation, he told The Hollywood Reporter. The first of the three massive signs appeared near the corner of Wilshire Boulevard and La Brea Avenue in Hollywood and another was a few hundred yards north. The last time he took over a billboard was in November, when he altered a sign for The Greatest Showman to make it appear like Sen. Al Franken was grabbing at Zendaya, who starred as a trapeze artist in the movie. Franken has since resigned from the senate under allegations, that he sexually harassed women, and nearly 100 other men in the entertainment industry also have been publicly accused of sexual misconduct since claims were made against Harvey Weinstein nearly five months ago. Rodi – Tijdelijk stadhuis in Rabobank + Ronald Boutkan – College stopt aanbesteding stadhuis definitief, verhuizing naar Rabobank gaat door Tijdelijk stadhuis in Rabobank Den Helder – Gemeente Den Helder gaat het pand van de Rabobank aan de Verkeerstorenweg gebruiken als tijdelijke huisvesting van het stadhuis. Vanaf juni worden de medewerkers van het gemeentehuis, het college en de griffie gehuisvest op de locatie. die zij betrekken tot uiterlijk mei 2019. In de tussentijd wordt het stadhuis aan de Drs. F. Bijlweg gerenoveerd. Na een zoektocht bleek, dat weinig panden in de gemeente Den Helder aan de randvoorwaarden voldoen of enkel geschikt zijn na een ingrijpende verbouwing. Uiteindelijk is het pand van de Rabobank de meest realistische optie gebleken. Het college van burgemeester en wethouders heeft een huurovereenkomst gesloten voor dit pand. De gemeente gaat naast een deel van de begane grond, ook de tweede, derde en vierde verdieping huren. De tijdelijke locatie ligt buiten de stad en is minder goed bereikbaar met het openbaar vervoer voor zowel bezoekers als medewerkers, die niet met eigen vervoer naar het pand kunnen komen. De verhuizing staat gepland voor juni. Naar verwachting is het huidige stadhuis uiterlijk in mei 2019 gereed om te kunnen betrekken, waarna de ambtelijke organisatie kan terugkeren. Mocht de verbouwing uitlopen dan is er de optie om langer te blijven in het Rabobank gebouw. Deze zouden leiden tot een financiële overschrijding ten opzichte van het door u beschikbaar gestelde uitvoeringskrediet. Het huidige perspectief in het vervolg van het proces is een volksraadpleging. Daarom is besloten de aanbesteding tussentijds te beëindigen en niet tot gunnen over te gaan.” “Door de slechte onderhoudssituatie van het huidige stadhuis achten wij het niet verantwoord om ons personeel nog langer dan nodig onder deze omstandigheden te laten werken. Vanuit de verantwoordelijkheid een gezonde en veilige werkomgeving te garanderen is het proces van de tijdelijke huisvesting in het ‘Rabobank gebouw’ aan de Verkeerstorenweg voort gezet, in afwachting van een definitief besluit.” De ondernemingsraad is overigens tegen de verhuizing. De OR had het college net gevraagd de verhuizing te annuleren. Dit onder meer vanwege het feit, dat er niet voldoende plek is voor alle ambtenaren, zodat met flex plekken moet worden gewerkt. Ook zouden meer ambtenaren vaker thuis moeten werken. Het college negeert de wens van de OR dus. De ambtenaren vinden het bezwaarlijk om te vertrekken naar RABO-gebouw. Zij vinden het klaarblijkelijk op de Bijlweg minder ongezond en onveilig dan het college ons wil doen geloven. Chris Aalberts – In Den Helder (31): Iedereen wist, dat de wethouder ongeschikt was De overtreffende trap van slechte wethouders: ‘Maar hij heeft wel een groot hart’ Klagen over wethouders is hetzelfde als klagen over ministers: de oppositie heeft er alle belang bij openlijk aan hun kwaliteiten en beleid te twijfelen. Toch heeft dit fenomeen in Den Helder een nieuwe dimensie gekregen. Hier zijn niet alleen raadsleden van de oppositie, maar ook van de coalitie negatief over veel zittende wethouders. Een rondgang langs de raadsleden leidt tot stapels kritiek. Een raadslid briest, dat de gemeente ‘al twintig jaar’ slecht wordt bestuurd. Het zou de reden zijn, waarom in Den Helder zo weinig van de grond komt en waarom de mensen weg trekken. De klachten over wethouders komen rechtstreeks voort uit de roddelcultuur in de Helderse politiek. Over de ene na de andere wethouder worden ondermijnende opmerkingen gemaakt. De ene wethouder zou er slechts zitten, omdat haar vader voorheen de lokale partijvoorzitter was, de ander zou in zijn echte woonplaats niet aan de bak komen en daarom maar naar Den Helder zijn gekomen en weer een ander levert gefronste wenkbrauwen op omdat hij ook vastgoedondernemer is. In Den Helder is alles verdacht en is er nooit ergens bewijs voor. onverwachte wethouder Klagen en roddelen over wethouders is in Den Helder heel gewoon, maar over niemand is er zoveel eensgezindheid als over Dirk Pastoor. In 2010 begon hij als raadslid voor de SP, waarna hij zich met een ander raadslid afsplitste en de ‘Vrije Socialisten’ begon. In 2014 werd hij herkozen. Niemand had ooit gedacht, dat hij wethouder zou kunnen worden en toch is dat precies wat er in 2014 gebeurde. Dat jaar huurde de gemeente Den Helder voor 25.000 euro een adviseur in om de vorming van een nieuw college te begeleiden, maar dat proces liep mis. Stadspartij, VVD en CDA werden het niet eens over het aantal wethouders en dus was de formatie na een tijdje weer terug bij af. Er ontstond een nieuwe combinatie: de Stadspartij – met elf zetels – vormde een coalitie met vijf eenmansfracties. De coalitie had een nipte meerderheid van één zetel. De afspraak was, dat men wethouders van buiten zou halen en dat gebeurde ook. Uit allerlei hoeken van het land kwamen er wethouders naar Den Helder toe. Twee eenmansfracties mochten samen een laatste wethouder leveren. De Vrije Socialisten kregen deze post samen met het afsplits raadslid Marinus Vermooten. Toen schoof Pastoor zichzelf naar voren. Iedereen wist: dit wordt niks Iedereen kende Pastoor van de vier jaar er voor. Hij wilde tegen de afspraak in wethouder worden. Als hij geen wethouder zou worden, ging de hele coalitie niet door, dreigde hij. En zo kwam hij op het pluche te zitten. Raadsleden, die de coalitie steunden zagen het niet zitten, maar konden er naar eigen zeggen weinig aan doen. Een raadslid noemt het ‘de enige mogelijkheid’, ze konden kiezen of delen. Anders was de tweede formatiepoging mislukt. Een ander raadslid van de coalitie vond het ‘een verschrikking’. De formateur deed nog zijn best om Pastoor van het plan af te helpen, maar zonder succes. ‘Er was niet tegen in te praten.’ Pastoor had het goed ingeschat: er viel geen andere coalitie te maken en dus moest men wel instemmen met zijn wethouderschap om een nieuwe formatiecrisis te voorkomen. Dat niemand er vertrouwen in had, deerde niet. Een collega wethouder: ‘Hij begrijpt er niet zo veel van, maar hij heeft een groot hart.’ Men kon de schade nog enigszins beperken door Pastoor een kleine portefeuille te geven. ‘Cultuur, dat kan niet zo veel kwaad,’ schampert hij. Pastoor boog zich ook over dierenwelzijn. Maanden lang niks doen Een raadslid van de oppositie denkt, dat Pastoor als wethouder niets heeft gedaan: ‘Collega’s namen zaken over.’ Een collega wethouder vertelt, dat Pastoor het niet kon. Bij elk dossier hielp een andere wethouder om het aanzien van Den Helder te redden. De oppositie vond het vreemd, dat de coalitie er ooit mee had ingestemd. Pastoor vindt zijn wethouderschap achteraf ook niet zo’n succes: hij past naar eigen zeggen niet in ‘zo’n hiërarchische setting’. Het was een geluk bij een ongeluk, dat er na elf maanden verlossing kwam: het college viel en Pastoor was zijn functie kwijt. In het nieuwe college kwamen de ‘Vrije Socialisten’ niet meer terug. Pastoor schoof als commissielid aan bij zijn oude eenmansfractie, die inmiddels werd bestierd door zijn schoonmoeder. Probleem opgelost, behalve dan de kosten van het wachtgeld. Michiel Wouters – Standpunt Behoorlijk Bestuur inzake Stadhuis aangescherpt + Hedzer Faber – Verhuizen ambtenaren gaat door + Bo-Anne van Egmond – ’Vier miljoen en niet ’ Standpunt Behoorlijk Bestuur inzake Stadhuis aangescherpt Nu de renovatie van het stadhuis door de tegenstanders met behulp van sommige fracties in de raad vakkundig is getorpedeerd, is het goed het standpunt van BB daar in scherp neer te zetten als aanvulling op het verkiezingsprogramma. Reeds tien jaar is er binnen de gemeente Den Helder discussie over een ‘nieuw’ stadhuis. Diverse informele en formele burger raadplegingen en twee verkiezingen hebben uitgewezen dat de burgers van Den Helder in meerderheid wel willen, dat gemeenteambtenaren een goede werkplek hebben, maar dat er niet tientallen miljoenen moeten worden uitgegeven aan een nieuw stadhuis. Met name VVD, D66 en CDA hebben voortdurend tegen die wens in geprobeerd nieuwbouw van een stadhuis in de binnenstad door te drukken. Behoorlijk Bestuur heeft de boodschap van de burger wel goed begrepen en voegt daar aan toe, dat de voortgaande en noodzakelijke bestuurlijke samenwerking van kleinere gemeenten (onder 100.000 inwoners) tot gevolg zal hebben, dat binnen 10 a 15 jaar er geen stadhuis in Den Helder meer nodig zal zijn. Bestuurlijk samengaan en andere vormen van werken maken, dat een stadhuis in het centrum van de regio zal worden gesitueerd. Daarom is Behoorlijk Bestuur altijd voor degelijke, maar sobere renovatie, van het huidige stadhuis geweest. Waarbij ook de locatie van het huidige stadhuis goed is mede gelet op de ligging en betrokkenheid van Julianadorp. Binnen de politiek versnipperde realiteit in Den Helder heeft Behoorlijk Bestuur vier jaar hard gewerkt aan de realisatie van plannen om het huidige stadhuis te renoveren. Daarbij is een plafondbedrag van € 9 miljoen gesteld. De indirecte en directe tegenwerking van zowel de interne stadhuisorganisatie als van externe maatschappelijke en commerciële organisaties hebben de zaak vertraagd en de kosten verhoogd. Ook aanvullende eisen op het oorspronkelijk goedgekeurde plan van eisen hebben kosten verhogend gewerkt. Maar uiteindelijk hebben met name de vertraging en het aantrekken van de bouwactiviteiten tot gevolg gehad, dat de aanbieding ca € 1 miljoen hoger is uitgevallen. Behoorlijk Bestuur had prima kunnen en willen uitleggen, dat een adequaat gerenoveerd stadhuis voor ca € 10 miljoen in deze tijd en omstandigheden gerechtvaardigd zou zijn. Echter Beter voor Den Helder en vervolgens de Stadspartij hebben besluitvorming hier over in de gemeenteraad niet willen afwachten. Directe aanleiding voor deze gang van zaken is met de verkiezingen in het vooruitzicht een vorm van Facebook peiling over de renovatieplannen door Beter voor Den Helder. De Stadspartij heeft vervolgens aansluiting gezocht bij de coalitiepartijen voor een referendum. De coalitiepartijen en VVD zijn sterk tegen referenda, maar zagen als rabiate voorstanders van nieuwbouw (ca. € 25 miljoen) hierin de ultieme kans de renovatieplannen de nek om te draaien. Het is overigens absoluut naïef om te denken, dat na een eventueel referendum de huidige voorbereiding weer zou kunnen worden hervat en afgemaakt. Deze inspanning en kosten zijn door toedoen van Beter voor Den Helder en de Stadspartij dus weer verspild. Mede gelet op de ondervonden tegenwerking vanuit de interne gemeentelijke organisatie is Behoorlijk Bestuur nu van mening, dat er de laatste jaren echt genoeg geld is uitgegeven aan de voorbereiding van vernieuwing van het stadhuis. Behoorlijk Bestuur is van mening, dat de euro’s van af nu moeten worden uitgegeven aan het inlopen van de ca € 20 miljoen achterstallig onderhoud van de openbare ruimte en de zorg in Den Helder. Kortom alle burgers van Den Helder moeten vanaf nu delen in de verbetering van hun leefomgeving. Niet alleen in de binnenstad of in een paar geselecteerde wijken. Dus ook geen geld meer voor een nieuw of gerenoveerd stadhuis. Behoorlijk Bestuur is zeker voor referenda, indien daar aanleiding voor is. Maar in dit geval achten wij na twee verkiezingen het zoveelste referendum, dat ook weer € 60.000,- gaat kosten, niet noodzakelijk. In het afgelopen proces is aangegeven, dat er sprake is van ongeveer € 4 miljoen achterstallig onderhoud van het huidige stadhuis. Dit is het bedrag, dat nodig is om het huidige stadhuis weer acceptabel te maken als werkplek, vergaderlocatie en burgerloket. Dit is vanaf nu het maximale bedrag (alleen inhalen achterstallig onderhoud), dat Behoorlijk Bestuur hier nog aan wil uitgeven. Het is spijtig van de inspanning de afgelopen jaren, maar de Helderse burger heeft er alle recht op, dat het nu eens is afgelopen met het verspillen van vele miljoenen euro’s aan het stadhuis zonder dat er een resultaat is. Niets meer. Dat is het vernieuwde standpunt van de politieke partij Behoorlijk Bestuur over de renovatie van het Helderse stadhuis. Met die vier miljoen is het dan ook een Arbo goedgekeurd kantoor, volgens voorman Michiel Wouters van de partij. Hij heeft er geen goed woord voor over, dat Beter voor Den Helder in eerste instantie een Facebook peiling hield over de stadhuiskwestie, nu vorige week is gebleken, dat de aanbesteding deels is mislukt. “Je moet dit niet in het zicht van de haven doen. We hadden het makkelijk kunnen waarmaken om het budget te verhogen naar tien miljoen. En nu wordt er gesproken over een referendum… Door partijen als VVD, CDA en D66, die normaal nooit voor een referendum zijn. Nu zit ik daar niet meer op te wachten, dat kost ook weer extra geld.” Volgens hem zijn de inwoners van de stad in de afgelopen jaren tekort gekomen, omdat er steeds maar werd gesproken over het stadhuis. “Nu ben ik er klaar mee. Dat geld, dat overblijft als we alleen het noodzakelijke doen, kunnen we investeren in het onderhoud aan de openbare ruimte. In bruggen, wegen en groenvoorziening. Bij allerlei vergaderingen over de begroting werd steeds het niveau van het onderhoud verlaagd naar A- of B-. Maar nu is het onder het minimum. De burger wil niet, dat er nog meer geld wordt uitgegeven aan een stadhuis, die wil dat z’n straat wordt opgeknapt.’’ Sommige politici beweren, dat als er geld overblijft bij de stadhuisrenovatie, dit helemaal niet geïnvesteerd kan worden in wijken of zorg. Niets van waar, aldus Wouters: ,,Dat zijn gewoon boekhoudkundige trucs.’’ Verantwoordelijk wethouder Pieter Kos ziet dat anders: ,,Dit is zo’n opmerking in de trant van ’ik heb vanochtend op Funda gekeken naar een huis van 250.000 euro en het niet gekocht. Dus ik heb 250.000 euro bespaard’.’’ Volgens Kos betekent het terug brengen van het pand in de oude staat niet per sé, dat het dan voldoet aan de standaarden en eisen van deze tijd.
