Das efms ist ein wissenschaftliches Institut an der Universität Bamberg. Seine Themenbereiche sind Migration und Integration in Europa. Das europäische forum für migrationsstudien (efms) ist ein wissenschaftliches Institut an der Universität Bamberg. Es wurde 1993 gegründet; seine Themenbereiche sind Migration, Integration und Diskriminierung in Europa. Die Aufgaben des efms umfassen Forschung, Politikberatung, Gutachtertätigkeit, Evaluation, Weiterbildung, Information und Dokumentation.

Migration und Integration sind Merkmale europäischer Gesellschaften. Durch sozialwissenschaftliche, interdisziplinäre Forschung will das efms die Kenntnisse und das Verstehen dieser sozialen Phänomene verbessern. Der Wissensaustausch zwischen Forschung, Verwaltung, Politik und Öffentlichkeit ist ein wichtiges Ziel des efms. Eine zentrale Rolle spielen hier Dienstleistungsangebote für die Praxis.

Das efms möchte in Deutschland und in Europa einen Beitrag zur Gestaltung einer tragfähigen und humanen Migrations- und Integrationspolitik leisten.

Understanding the Creation of Public Consensus: Migration and Integration in Germany, 2005 to 2015

A new report from the Migration Policy Institute’s Transatlantic Council on Migration 'Understanding the Creation of Public Consensus: Migration and Integration in Germany, 2005 to 2015' provides a framework for understanding how the pro-immigrant political and public consensus in Germany developed and was maintained. In doing so, it offers a valuable lens for policymakers and opinion leaders, even as the consensus has eroded to an extent. The report, by Friedrich Heckmann of the European Forum for Migration Studies at the University of Bamberg, finds that Germany's pro-immigration consensus was built on a foundation of economic growth, linkage in public narratives between immigration and economic growth, steady migration flows, and high investments in integration. While immigrant-skeptic movements gained significant support in several European countries in recent years, Germany remained a relative outlier. Despite a major increase in flows, leaders across the political spectrum managed to maintain a consensus in support of continued immigration to Germany from 2005 through the summer of 2015, and emphasized the importance of maintaining a culture that is open to newcomers and diversity.
